OECD good practices to enhance environmental inspections in Peru

The first fact-finding mission for the review of Regulatory Inspections and Enforcement in the Environmental Evaluation and Enforcement Agency of Peru (OEFA) included a team of international experts, officials from member countries, representatives of the OECD and relevant environmental policy stakeholders in Peru.   

 

The review aims at identifying good practices and areas for improvement for the OEFA, using as a basis the OECD Regulatory Enforcement and Inspections Toolkit. The Toolkit includes twelve principles that work as a reference to propose recommendations to improve inspections and enforcement of environmental regulations. The OEFA is the first inspections agency to carry out a study of this type.

 

During the mission, the team gathered information from the administrative units of the OEFA, public institutions involved in the protection of the environment, and the private sector.

 

Meetings were held with the:

  • National water agency
  • Ministry of environment
  • Ministry of energy and mines
  • Industry representatives
  • Ministry of Economy and Finance

 

International peers from Lithuania and the United Kingdom, both expert on the subject of regulatory inspections, shared their experience.

 

The second fact finding mission will take place in April 2019.
