Public Employment and Management Network

The Public Employment and Management (PEM) Network is a high-level, collaborative, practitioner-based forum that provides direction for an analytical work programme that seeks to address current challenges affecting the public service workforce. Its technical work provides governments with comparative overviews to assess the relevance and feasibility of other countries’ reforms to their own policy environments. The network is one of the main contributors to key projects of the OECD Public Governance and Territorial Development Directorate.

The PEM Network is open to all OECD member countries, accession countries, and key partner countries (Brazil, China, India, Indonesia, and South Africa).  The Network meets annually and is currently chaired by Robert Cloarec, Senior adviser, Arbetsgivarverket - Swedish Agency For Government Employers.
