Effective Public Communication: Better Connecting with Citizens

The event will bring together public communicators and stakeholders across the media and information ecosystem for two days of discussions and networking focused on transforming the model of public communication in the light of the current challenges.

Recent crises, including the COVID-19 pandemic and Russia’s invasion of Ukraine, have put governments and their relationships with citizens under strain. This has been aggravated by the increasingly divisive role of mis- and dis-information and low levels of public trust in government. The OECD’s 2021 Survey on Drivers of Trust in Public Institutions found that public trust is evenly split between people who say they trust their national government and those who do not. Overall, the survey results show that OECD countries are performing reasonably well on citizens’ perceptions of government reliability, service provision, and data openness. Results also illustrate however that public perceptions of government integrity are an issue, and that governments could do better in responding to citizens’ concerns. Across countries, there is also a sense that democratic government is working well for some, but not well enough for all.


Throughout the recent crises, government communication with citizens has proved essential, with some shortcomings highlighted and new models emerging. Based on a number of OECD papers and proposals received, this conference provides an opportunity to both share lessons and explore opportunities to build a model for public communication that allows to better connect with citizens, with sessions on:

 

  • Public trust and communication
  • Creating more accessible and inclusive communication
  • Public communication trends after COVID-19
  • An interactive exercise and discussion on the professionalisation of the function
