    OECD Integrity Review of Mexico City - Upgrading the Local Anti-corruption System

    This report provides an assessment of Mexico City’s Local Anticorruption System (LACS). Based on international best practices and the OECD Recommendation on Public Integrity, the report reviews the institutional and co-ordination arrangements of the LACS; its regulatory framework; and the tools, programmes and processes necessary for a strategic approach to public integrity. It provides concrete suggestions for enhancing the design and implementation of the system, including cultivating a culture of integrity in government, the private sector and society; improving internal control and risk management; and upgrading public procurement policies to ensure value for money. If effective, the LACS has the potential not only to improve governance, deter corruption and boost citizen’s trust in Mexico City, but also to influence the integrity culture in the country as a whole.

    Follow up Report on the OECD Integrity Review of Mexico

    This report follows up on the implementation of the Action Plan agreed upon between the OECD and the Ministry of Public Administration (SFP) in the OECD Integrity Review of Mexico: Taking a Stronger Stance Against Corruption. It provides a roadmap for key actors in Mexico’s public integrity system to advance the implementation of the National Anticorruption System (NACS).

    Integrity in Political Finance in Greece

    Money in politics is a double-edged sword. It is a necessary component of the democratic process, enabling the expression of political support as well as allowing for competition in elections. Yet, if the financing of political parties and election campaigns are not adequately regulated and monitored, money may also be a means for powerful special interests to capture the policy process. This report provides an in-depth analysis of the political finance mechanisms in Greece, drawing on international standards and good practices. It provides concrete guidance on developing a solid legislative framework and an effective oversight mechanism for political finance. Finally, the report suggests ways to improve integrity in the short and medium term.

    This Internal Audit Manual is designed to support the modernisation and standardisation of audit practices in Greek public organisations. It encompasses an array of practical processes and templates, and provides concrete guidance on 1) establishing a modern and effective internal audit function in public entities, 2) taking a risk based approach to developing a multi-annual audit plan, 3) conducting a fraud risk assessment, 4) helping organisations and programmes prepare for audit, and 5) delivering a successful audit from the planning phase to conducting and reporting.

    OECD Integrity Review of Nuevo León, Mexico - Sustaining Integrity Reforms

    This review analyses the integrity system of Nuevo León, Mexico, as well as its efforts to build a culture of integrity in the public administration. It looks at mechanisms for providing timely advice and guidance to public officials when they are confronted with integrity-related questions and dilemmas. Furthermore, it analyses the strengths and weaknesses of the internal control and risk management framework, and the extent to which Nuevo León’s integrity reforms effectively engage citizens and the private sector. Finally, the Review provides an action plan to support these efforts, address ongoing challenges, and facilitate the creation of a sustainable public integrity system.

    Integrity for Good Governance in Latin America and the Caribbean - From Commitments to Action

    Increasing productivity, enhancing social inclusion and strengthening institutions are top priorities for countries in Latin America and the Caribbean, and constitute therefore the three pillars of the OECD LAC Regional Programme. Good public governance and a strong culture of integrity are indispensable to achieve these three objectives. The most recent corruption cases and the growing discontent of citizens are an opportunity for policy makers to promote a culture of integrity and implement national integrity and anti-corruption strategies.This report builds on the recent Lima Commitment, which was dedicated to 'Democratic Governance against Corruption' and signed by 34 countries at the Summit of the Americas held in Lima in 2018. It provides strategic guidance to policy makers to bring political commitments into concrete actions that deliver results at the height of the expectations of their citizens.
