Middle East and North Africa


The MENA Initiative on Governance and Competitiveness for Development is a comprehensive regional programme, initiated and led by countries in the Middle East and North Africa (MENA). It promotes broad reforms to enhance the investment climate, modernise governance structures and operations, strengthen regional and international partnerships, and promote sustainable economic growth throughout the MENA region.

The Initiative consists of two pillars:


Since 2008, SIGMA, a joint initiative of the OECD and the European Union (EU), principally financed by the EU, has been supporting public governance reforms in MENA countries under the European Neighbourhood Policy. In agreement with the European Commission, priority has been given to the implementation of activities in Algeria, Egypt, Jordan, Lebanon, Morocco and Tunisia. SIGMA provides assistance in the following areas: strategic framework of public administration reform, policy development and co-ordination, public service and human resource management, accountability, service delivery, and public financial management, including external audit and public procurement.
