    OECD Handbook on Measuring the Space Economy, 2nd Edition

    Much has changed in the space economy over the past decade, with an ever-growing number of countries and business enterprises involved in space activities. Despite progress made in the quality and availability of data, the international comparability of space economy statistics remains limited. A decade after its first publication, it is therefore time to provide an up-to-date revision of the OECD Handbook on Measuring the Space Economy to reflect the changing landscape of space activities, space technologies and subsequent evolving user needs. This new edition aims to encourage and facilitate data collection among both incumbents and new actors involved in space activities, respond to the needs of the public agencies that still fund the bulk of space programmes, and support industry and private decision-takers who will also benefit from improved statistics on the space economy.

    Shipbuilding market developments, first semester 2022 - Monitoring developments in ship supply, demand, prices and costs

    The latest OECD analysis of demand and supply in the shipbuilding industry finds significant excess capacity in the sector. Reducing this excess capacity will depend on the willingness and ability of yards to reduce existing capacity and to refrain from new capital investments. The report also presents a literature review of factors that influence newbuilding ship prices, developments affecting ship prices, and a description of newbuilding prices of major ship types and ship size categories. This report is part of a regular monitoring exercise from the OECD Council Working Party on shipbuilding (WP6) of the global shipbuilding market.

    Policy guidance on consumer product safety pledges

    In recent years, a number of consumer product safety authorities have established product safety pledges with online marketplaces as a new way to better protect consumers from the risk of purchasing unsafe products that may be available on those platforms. Product safety pledges involve online marketplaces committing to actions to better protect consumers that go beyond their existing legal obligations (e.g. removing unsafe product listings within a specified timeframe upon notification). This policy guidance builds on a 2021 Communiqué from the OECD Working Party on Consumer Product Safety calling for the development of further such pledges globally and outlining key commitments for greater consistency. It provides practical examples on how each of the Communiqué’s four key commitments can be implemented and highlights strategies to ensure that pledges are successful in both the short and long term.

    Shipbuilding policy and market developments in selected economies 2022

    The past two decades have seen steady growth in global ship deliveries by countries that are not members of the OECD Council Working Party on Shipbuilding (WP6). Non-WP6 economies made up 47.4% of worldwide deliveries in 2021, mostly driven by the rapid growth of Chinese ship completions that reached a share of 41.1% of global completions. This report presents information on shipbuilding market developments in eleven of the largest non-WP6 shipbuilding economies and provides an overview of their support measures to the sector.

    Towards net-zero - Interoperability of technologies to transform the energy system

    To achieve net-zero emissions by the middle of the century, fossil fuels must be replaced as the main source of energy with more sustainable alternatives such as wind or solar power. To do so, high levels of interoperability, or the ability for technologies to seamlessly integrate, effectively communicate, and undertake tasks to achieve desired outcomes, are required. However, there is no universal approach, and interoperability in the energy system must be determined in specific use cases. This Toolkit note discusses why interoperability is necessary in the energy system, the benefits and challenges to realising interoperability in the energy sector, and the role of policy in fostering interoperability to achieve net-zero emissions in the medium-term. The note argues for greater use of open data to maximise electricity system efficiency, an increase in the use of low-carbon energy, and the minimisation of the long-term costs of increased electricity demand.

    Mesurer les échanges en valeur ajoutée

    Les flux d'échanges, traditionnellement mesurés en "valeur brute", comportent un problème de multiples comptages. Pour y remédier, il convient de mesurer les données du commerce extérieur en "valeur ajoutée". Cette approche permet d'identifier la valeur que les pays ajoutent (par le biais de la rémunération du travail, des taxes et des profits) à la production des biens et services exportés.

    Assessing national digital strategies and their governance

    The form, content and governance of national digital strategies varies significantly across countries, and questions have arisen as to what a national digital strategy should cover and how to govern it. This paper analyses national digital strategies and their governance across countries. It proposes a novel methodology to assess the comprehensiveness of national digital strategies using newly collected policy information and applying the OECD Going Digital Integrated Policy Framework as a benchmark. The resulting indicator – the NDSC – measures national digital strategy comprehensiveness, providing insights into the potential of a country’s national digital strategy to co-ordinate the policies needed to make digital transformation work for growth and well-being. The NDSC is available interactively on the OECD Going Digital Toolkit.
