The World Observatory of Subnational Government Finance and Investment is a joint endeavour led by the OECD and United Cities and Local Government (UCLG), with the support the Council of Europe Development Bank (CEB), the Development Partners Network on Decentralisation and Local Governance (DeLoG), the French Development Agency (Agence Française de Développement, AFD) and United Nations Capital Development Fund (UNCDF).

The 2019 Report of the World Observatory was launched on 17 June 2019 during an International Conference. It gathers comparable data and information on subnational government structure and finance from 120+ countries, accounts for 86% of the world population and 89% of world GDP.  It comprises two volumes: one with the key findings and the other with country profiles.

Objectives of the World Observatory

• Ensure standardised, reliable and transparent access to data on subnational government structure, finance and investment;
• Support dialogue and decision-making on multi-level governance and subnational finance,
• Serve as a capacity-building tool for subnational governance and finance.

The SNG-WOFI Steering Committee

The World Observatory is led by a Steering Committee composed of representatives of national governments, associations of subnational governments, EU institutions and international organisations, multilateral and national development banks, foundations, institutes, and other networks.
