19/03/2013 - The Secretary-General, Mr. Angel Gurría, was in Beijing from 21^st to 26^th March, to attend the China Development Forum, where he delivered remarks at the session on “Forging ahead the Reform of Fiscal and Taxation Systems for a More Inclusive Growth”. The OECD contributed to the event with the report “Stepping Up the Pace of Reform and Fostering Greener and More Inclusive Growth in China” (also available in Chinese: 中国：加快改革步伐、促进绿色和包容性增长).


During his visit, Mr. Gurría presented the third OECD Economic Survey of China to the Economic Summit of the China Development Forum, as well as to the State Information Centre (SIC), foreign and domestic media, representatives of OECD member countries in Beijing, the European Union Chamber of Commerce in China (EUCCC) and the American Chamber of Commerce and Industry (AmCham). The Survey focused on macroeconomic developments and on urbanisation, growth and social inclusion as well as on reforms for a cleaner, healthier environment (Read M. Gurría's speech). Ms. Frances Adamson, Ambassador of Australia to the People's Republic of China, also hosted a lunch after the presentation of the 3rd OECD Economic Survey of China. It  was attended by the Ambassadors of Canada, Estonia, Hungary, Mexico, Netherlands and Slovenia.


On Saturday 23^rd March 2013, Mr. Gurría opened the OECD / Central Party School of the Central Committee of the Communist Party of China joint seminar on “Global Economy: Fixing the Crisis and Paving the Way for a Strong and Sustainable Recovery” (Read his speech). He met with Mr. Zhang Boli, Vice-President of the Central Party School, and signed a Memorandum of Understanding between the Central Party School and the OECD to further strengthen the cooperation between these institutions.


The Secretary-General held bilateral meetings with key representatives of China’s authorities, including:

• Mr. Yang Weimin, Vice Minister of the Office of the Central Leading Group on Financial and Economic Affairs of the Communist Party of China
• Mr. Li Wei, President, Development Research Centre of the State Council
• Mr. Liu He, Vice Chairman of the Office of the Leading Group for Financial and Economic Affairs
• Mr. Yuan Guiren, Minister of Education
• Mr. Zhou Xiaochuan, Governor of the People’s Bank of China

 

While in Beijing, Mr. Gurría also met with:

• Mr. Martin Feldstein, Harvard University Professor and President Emeritus, National Bureau of Economic Research
• Dr. Christoph Beier, Vice-Chairman, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH

During this visit, the Secretary-General also presented the OECD brochure “Active with The People’s Republic of CHINA: Better Policies for Better Lives"
