The Agency for the Supervision of Investment in Infrastructure on Public Transport of Peru (OSITRAN) has established as one of its goals to set up a system of RIA. RIA helps to improve the design of regulations by assisting policy makers in identifying the most efficient and effective solution to address a policy problem.
The workshop aimed at developing the necessary skills for public officials from OSITRAN to prepare and make quality assessments of a RIA, through the assessment and discussion of real case studies, and dialogue with the course facilitators. The course was conducted in compliance with OECD's recommendations on regulatory policy contained in the report Regulatory Policy in Peru: Assembling the Framework for Regulatory Quality, launched 17 August 2016, and which is part of the Country Programme of Peru with the OECD.

The workshop was attended by 89 officials from OSITRAN, as well as from the Presidency of the Council of Ministers of Peru (PCM); the Institute for Consumer´s protection, Antitrust and Intellectual Property of Peru (INDECOPI), the Ministry of Economy and Finance of Peru (MEF), the Telecommunications Regulator of Peru (OSIPTEL), the Energy Regulator of Peru (OSINERGMIN), and the Water Regulator of Peru (SUNASS). The workshop facilitators included four officials from the OECD´s Regulatory Policy Division, one official from the International Transport Forum, as well as experts from Mexico and the United States.
