The OECD held a public event to launch the report Regulatory Governance in the Pesticide Sector in Mexico. The report identifies barriers, inefficiencies and areas of opportunity in the implementation of the pesticide regulatory framework in Mexico, and provides recommendations that cover:
- impacts on health and the environment;
- regulatory compliance and oversight;
- the pesticide registration process;
- stakeholder engagement;
- international regulatory co-operation and good agricultural practices.
The report also presents case studies with best practices of pesticide regulation in Australia, Canada, the United States and the United Kingdom.
The project was a collaboration between the Directorate of Public Governance and the Directorate of Environment of the OECD, which work under the framework of the Regulatory Policy Committee and the Chemistry and Biosafety Committee, respectively.
The project included the participation of international peer reviewers from the governments of Germany, Canada and the United Kingdom, as well as an independent expert from Australia.
Highlights of the event:
- Javier Trujillo, Executive Director of the Animal and Vegetable Health Regulator of Mexico (SENASICA), underlined the importance of adopting new tools for pesticide management, and noted that the OECD study is a useful resource for legislators in charge of implementing the necessary reforms.
- Alfonso Guati Rojo, General Director of Standards of the Ministry of Economy, presented the context of the new Infrastructure Quality Law and reaffirmed the importance and commitment of the Mexican government to citizen participation in the regulatory issuance process.
- Peter Brander, Executive Director of the Pest Management Regulatory Agency of Canada, indicated that Canada evolved from a system similar to Mexico, to a model where a single regulator manages all pesticide regulation in the country.
- John Dale, Official of the Chemical Safety Division of the Health Security Executive of the United Kingdom mentioned that the country is in a transition phase after leaving the European Union, and having priorities for the system has been key to implement pesticide policy.
- Eva Bennet, former Director of the Australian Pesticides and Veterinary Medicines Authority explained that the country recently carried out a comprehensive review of the system to adapt the regulatory framework and find greater efficiencies in regulatory implementation.
- Manuel Gerardo Flores and Alberto Morales from OECD presented the context, content and recommendations of the report.
