    Shrinking Smartly in Estonia - Preparing Regions for Demographic Change

    Many lower density regions in the OECD face shrinkage, with projections suggesting that half of Europe will need to manage decline in remote regions by 2050. Half of Estonia’s counties experienced population decline greater than 25% since 1991. Shrinkage leads to problems including lower municipal revenues, ageing, and greater per capita costs of service and infrastructure provision. Estonia is also the most carbon-intensive economy in the OECD, and heavily utilises its forests and land. To tackle these challenges, the report provides analyses in a number of policy areas to respond to demographic change in a smart and sustainable manner. A policy framework that emphasises a spatially oriented, coordinated approach for responding to shrinkage is developed. The report provides policy recommendations to make land use more efficient and spatial planning more coherent. It suggests ways to improve the transfer system and strengthen the municipal revenue base while encouraging inter-municipal cooperation. It also discusses education, the municipalities’ largest spending responsibility, providing recommendations that adapt the school network to shrinkage while ensuring access to high-quality education for all students.

    Open and Connected Government Review of Thailand

    This Open and Connected Government Review of Thailand, the first of its kind, assesses Thailand’s efforts to build a government that is closer and more responsive to its citizens by using digitalisation, data and stakeholder participation to drive national development. In line with OECD good practices, the Recommendations of the Council on Digital Government Strategies (2014) and on Open Government (2017), and the OECD Digital Government Policy Framework, the review looks at institutional and legal governance, digital talent and skills, public service provision and the strategic use of technologies and data in the Thai government. The review provides policy recommendations to help the government of Thailand fully benefit from openness and digitalisation to build an inclusive, responsive, citizen- and data-driven public administration.

    Driving Performance at Peru’s Water and Sanitation Services Regulator

    As 'market referees', regulators contribute to the delivery of essential public services. Their organisational culture, behaviour and governance are important factors in how regulators, and the sectors they oversee, perform. The OECD Performance Assessment Framework for Economic Regulators (PAFER) looks at the institutions, processes and practices that can create an organisational culture of performance and results. The report uses PAFER to assess elements linked to both the internal and external governance of Peru’s Water and Sanitation Services Regulator (Superintendencia Nacional de Servicios de Saneamiento, Sunass). The review acknowledges the technical expertise of Sunass within the institutional framework, analyses the key drivers of its performance, and identifies a number of opportunities to help the regulator prepare for the future, including in the context of sector-wide challenges and the COVID-19 crisis.

    Future-Proofing Adult Learning in Berlin, Germany

    After a long period of employment growth that led to the lowest unemployment rate since the German reunification, Berlin’s labour market is now tightening. Accelerated by the COVID-19 pandemic, global labour market megatrends such as the automation of production processes and the increasingly advanced digital skills required to perform many jobs pose new challenges to Berlin’s policymakers. Preparing and improving its adult learning system to adapt to the rapidly changing demand for skills will be vital for the future competitiveness of Berlin’s economy and socio-economic mobility. The report Future-Proofing Adult Learning in Berlin, Germany analyses strengths and bottlenecks in Berlin’s adult learning programmes. It stresses the importance of developing a long-term vision for continuing education and training in Berlin that brings together different actors from an adult learning landscape that offers a wide range of diverse services. It further highlights the need to expand local adult learning programmes that account for the city’s highly dynamic population and labour market.

    Future-proofing adult learning systems in cities and regions - A policy manual for local governments

    In the coming years, labour markets will face significant challenges. In this context, re- and upskilling of adults is an urgent priority for all at national, regional and local levels. To turn challenges into opportunities and to ensure that the supply of local skills matches constantly changing skills demands, there is a need to create strong adult learning systems for a more resilient and empowered society and productive economy. To support local governments in their efforts to future-proof adult learning systems, this policy manual presents a range of policy options and concrete actions that can inspire and guide work at the local level. It is designed for both policy makers and practitioners at the local and regional level, but also for national policy makers to support their efforts in supporting the diversity of local needs.

    Examens de l'OCDE sur la coopération pour le développement : Espagne 2022

    Le Comité d’aide au développement (CAD) de l’OCDE procède à des examens par les pairs de ses membres une fois tous les cinq ou six ans. Ces examens visent à améliorer la qualité et l’efficacité de leur coopération pour le développement, en mettant en évidence les bonnes pratiques et en recommandant des améliorations. Le Programme 2030 est au cœur de la politique extérieure et de coopération de l’Espagne. Cette dernière noue des alliances pour atteindre les Objectifs de développement durable, à l’échelle internationale et dans ses pays partenaires. L’Espagne est estimée pour son approche partenariale horizontale et inclusive et sa capacité à mobiliser l’expertise du secteur public pour acquérir et partager les connaissances. Alors que le pays s'engage dans une réforme de sa coopération pour le développement, cet examen formule des recommandations destinées à améliorer le pilotage stratégique, rationaliser le cadre administratif, renforcer les ressources humaines et déployer pleinement sa coopération financière.

    Regulatory Governance in the Mining Sector in Brazil

    Mining plays a crucial role in Brazil’s economy. Nonetheless, the efforts and resources devoted to regulatory quality in the sector, including the enforcement of rules, have not always been commensurate. This report identifies the gaps, barriers, implementation flaws and inefficiencies in the regulatory framework of the mining sector in Brazil. It takes stock of the recent reforms in the mining sector in Brazil, identifies areas that pose the greatest challenges for effective regulation in mining. It also describes the reforms that created the National Mining Agency of Brazil, its governance arrangements and its current regulatory practices. These are assessed against OECD principles in regulatory policy and mining regulation, as well as against country experiences from Australia, Chile, and Mexico. Finally, recommendations are provided to support further reform efforts.

    How Learning Continued during the COVID-19 Pandemic - Global Lessons from Initiatives to Support Learners and Teachers

    This report brings together 45 of the education continuity stories that were jointly documented by the OECD, the World Bank, Harvard’s Global Education Innovation Initiative and HundrED during the first wave of school closures related to the COVID-19 pandemic. It covers a variety of different examples on how governments and non-governmental organisations quickly responded to school closures to implement a strategy for learners around the world to continue to study. While often based on the use of digital solutions, those solutions target specific solutions aimed at academic learning, socio-emotional support, teacher professional development, etc. The book covers examples from low, middle and high income countries on all continents and draws some lessons of these fast-paced responses to reimagine a post-pandemic education across the world.
