    Promoting gender equality through public procurement - Challenges and good practices

    Gender-responsive procurement involves using public procurement opportunities to advance promote gender equality. Mainstreaming gender considerations in public procurement is a key dimension of strategic procurement in which public buying power is harnessed to advance public priorities to improve the well-being of society as a whole. This paper presents how governments and public buyers can use their purchasing power to promote gender equality and encourage suppliers to improve their performance on women’s empowerment. It explores the different ways that gender considerations can be integrated into public procurement policies and processes, and discusses the challenges that both policy makers and procurement practitioners face in promoting gender equality through public procurement.

    Strengthening value for money in the public procurement system of the Slovak Republic - Towards a strategy to use adequate award criteria

    In line with the EU Public Procurement Directives, the Slovak legislation foresees the use of criteria accounting for quality, environmental benefits or social inclusion in public tenders. However, their use remains limited in practice. This report provides analysis and evidence to help the Slovak authorities design a national strategy to mainstream the use of criteria beyond price in public procurement.

    Citizens’ Voice in Lebanon - The Role of Public Communication and Media for a More Open Government

    Public communication is an essential element of government policy and crucial for transparency, integrity, accountability and stakeholder participation. This OECD Review analyses public communication in Lebanon, by reviewing the relevant governance structures and procedures across the public administration, along with the prevailing use of core competencies for this function and their application to support transparency and stakeholder participation in public life. The recommendations in this report highlight important opportunities to shift towards a more strategic approach to public communication that can better serve policy goals and help respond to citizens’ needs and expectations.

    Renforcer l’autonomie et la confiance des jeunes en Tunisie

    En Tunisie, les jeunes de moins de 30 ans constituent 48 % de la population. Ils ont un rôle important dans le développement économique, social et politique du pays, mais font face à des défis importants dans leur transition vers l'autonomie et l’âge adulte. Les conséquences socio-économiques du COVID-19 ont encore exacerbé les défis auxquels ils sont confrontés, et ont mis en avant l’importance de promouvoir leur participation à la prise de décision publique. Cette revue présente une analyse des dispositifs de gouvernance des politiques publiques à destination de la jeunesse en Tunisie, en mettant l'accent sur cinq domaines : 1) un cadre légal et règlementaire adapté aux jeunes, 2) l’adoption d’une approche gouvernementale intégrée dans l’élaboration des politiques publiques de la jeunesse, 3) l’optimisation des capacités institutionnelles du ministère de la Jeunesse, 4) l’inclusion d’une « dimension » jeunesse dans la formulation des politiques publiques, et 5) la promotion de la participation et de la représentation des jeunes dans la vie publique.

    Countering Public Grant Fraud in Spain - Machine Learning for Assessing Risks and Targeting Control Activities

    In the wake of the COVID-19 pandemic, governments face both old and new fraud risks, some at unprecedented levels, linked to spending on relief and recovery. Public grant programmes are a high-risk area, where any fraud ultimately diverts taxpayers’ money away from essential support for individuals and businesses. This report identifies how Spain’s General Comptroller of the State Administration (Intervención General de la Administración del Estado, IGAE) could better identify and control for grant fraud risks. It demonstrates how innovative machine learning techniques can support the IGAE in enhancing its assessment of fraud risks in grant data. It presents a working risk model, developed with datasets at the IGAE’s disposal, and maps datasets it could use in the future. The report also considers the preconditions for advanced analytics and risk assessments, including ways for the IGAE to improve its data governance and data management.

    Enhancing Public Accountability in Spain Through Continuous Supervision

    Spain has undertaken a series of reforms over the last decade to strengthen the government’s ability to deliver high-quality services to citizens and businesses, while enhancing transparency and accountability. One major effort spearheaded by the National Audit Office (Oficina Nacional de Auditoría or ONA) is the continuous supervision system (SSC), a risk-based methodology that acts as a litmus test for the financial health, effectiveness and sustainability of public institutions. Drawing on interviews, a comparative analysis of leading practices, and research, this report provides recommendations to support the ONA in further strengthening its management of the SSC by improving its strategy, use of data, and co-ordination mechanisms across government.

    Mobilising Evidence at the Centre of Government in Lithuania - Strengthening Decision Making and Policy Evaluation for Long-term Development

    The COVID-19 pandemic has underscored the need for high-quality data and evidence to address complex policy challenges. This report takes stock of the capacity for evidence-informed decision making (EIDM) and policy evaluation at the centre of government in Lithuania. Like many other OECD countries, Lithuania faces challenges in supplying quality evidence and ensuring that it is used for decision making. In light of recent reforms, the report analyses gaps in the EIDM system and offers a set of comprehensive recommendations to address them in the short, medium and long terms. It also discusses how the newly created Strategic Analysis Centre could champion evidence-informed decision making in Lithuania.
