Efficacy Testing


The OECD develops guidance documents on how to test the efficacy of biocides using the latest methods to ensure that only biocides that have proven to be effective can be put on the market. For disinfectants, this guarantees that the health of the public is protected. By harmonising these test methods through the OECD, companies developing biocides can use the same results for their authorisation dossiers in many countries, which reduces costs and the time needed to get them approved by national authorities.

This document provides guidance to describe principles for claims development for articles treated with disinfectants and insecticides, and to recommend principles for substantiating and testing such claims.


Series on Testing and Assessment No. 287, series on Biocides No. 13: Guidance Document on Use and Development of Tier-2 Laboratory Based Test Used to Substantiate Claims for Efficacy of Biocide Treated Articles

This document provides guidance on how the efficacy of treated articles can be assessed using Tier-2 laboratory based protocols. It includes a structure for possible claims for treated articles and treated materials, as well as guidance on different types of claims and how to support them by providing data that is relevant to the actual use. The guidance contains two example protocols to determine efficacy of treated articles after contamination via the deposition of aerosols and splashes, or after deposition by hand contact.

This document provides guidance for measuring the basic antibacterial performance of porous (textile) and non-porous (plastic) materials that have been treated with a biocide with the intention of introducing antibacterial/ hygienic properties into that material.

Series on Testing and Assessment No. 186 and Series on Biocides No. 7: Guidance Document on the Testing of Efficacy of Baits, for Indoor Use, Against Garden Ants
This biocide document provides guidance on the conduct of laboratory and field tests aimed to assess the efficacy of anti-ants baits for indoor use.  A bait contains one or more insecticidal active ingredients combined with food for garden ants.

Series on Testing and Assessment No. 187 and Series on Biocides No. 6: Guidance Document on Quantitative Methods for evaluating the activity of Microbicides used on hard non-porous surfaces
This document describes four quantitative methods for efficacy evaluation: bactericidal, mycobactericidal, fungicidal and virucidal. Regulatory authorities have relied upon efficacy data generated using these methods to authorise the placing of biocidal products on the market.

This document provides guidance on conducting laboratory tests to determine and assess the efficacy of test substances and/or the effectiveness of test products used as baits for the control of cockroach species in indoor.

Series on Testing and Assessment No. 170 and Series on Biocides No. 4: Guidance Document for Demonstrating Efficacy of Pool and Spa Disinfectants and Field Testing
This Guidance Document describes how applicants could demonstrate that a proposed new pool and spa disinfectant would satisfy the regulator’s efficacy criteria. While meeting the performance characteristics can be expected to satisfy the regulator’s efficacy requirements, the regulator may choose to consider alternative scientific information and argument aimed at satisfying the efficacy criteria.
