This report provides a survey of disaster risk financing practices within APEC, including implementation challenges and key priorities for future work. It constitutes the first step towards promoting effective and widespread implementation of the G20/OECD Methodological Framework in the APEC region and beyond in the area of disaster risk financing.

 

The report shows that efforts have been made within APEC to promote financial resilience against disasters, although important implementation challenges exist. Key priorities for future work have thus been identified in this field.



This report was delivered to APEC Finance Ministers at their meeting on 19-20 September 2013 in Nusa Dua, Bali, Indonesia. It is based on input provided by APEC member economies in response to an APEC-OECD survey questionnaire and has benefited from the support and input of the OECD’s High-Level Advisory Board on the Financial Management of Large-Scale Catastrophes, the Asian Development Bank, World Bank and UNISDR.
