A LEED project for 2011-2012

The LEED Programme is investigating skills for greener jobs in a local labour market context with a project in 2013-14, expanding on the indicators of local transition to a low-carbon economy project

This study is proposed within the framework of the OECD Green Growth Strategy. Achieving greener growth will involve seizing opportunities to develop new green industries, jobs and technologies, as well as managing the transition for greening the more traditional sectors and the associated employment and distributional effects. It will require adopting new technologies, developing new products and supporting new patterns of demand from households, companies as well as governments.

The international study would look at what are the indicators needed to measure progress on how industries, firms, and regional and local ecosystems adjust to low-carbon activities.

The project will conduct analysis of selected areas through workshops where international and local experts will exchange methodologies and knowledge on measuring transition to low carbon activities and how local institutions can optimise the opportunities arising for economic development.
Workshops will include field work and technical visits with particular attention to the indicators proposed by the area hosting the workshop.
Interested countries/regions could:
Participate in network meetings and study visits. |

Host one of the international workshops, undertaking a comprehensive analysis of area-based indicators. |

Be a core-member of the project participating in all activities, publications and events. |
The area-based study can include analysis of clean technology clusters, Carbon Capture and Storage (CCS) projects, or analysis of green skills and training ecosystems (e.g. firms, business and training organisations, institutions) among others.
The project is based on Voluntary Contributions of each participant country and the support of the European Commission, the International Labour Organisation (ILO) and the European Centre for the Development of Vocational Training (Cedefop).

International workshops - meeting
Dashboard of indicators of transition to low-carbon economy: the study will identify key indicators for local transition to a low-carbon economy and built a dynamic tool - a ‘dashboard of indicators of transition to low-carbon economy’ - that local authorities and agencies can use to monitor their transition overtime and identify areas of attention for policy and strategic development purposes.

International conference: the study will also host an international conference to present the results of the project and the synthesis publication.
