COP21 session - How can the 2015 agreement encourage climate action by non-party stakeholders?

This event presented results of analysis by the OECD/IEA Climate Change Expert Group on the role of non-Party stakeholders (NPS) such as sub-national governments, the private sector and financial institutions, in climate change mitigation.

While NPS action can raise a country’s mitigation ambition, there are many different barriers that need to be removed to substantially catalyse, replicate and scale up NPS actions.

This event focused on possible ways that the Paris package can address such barriers and enhance climate action by NPS both pre and post-2020, and included a panel discussion with invited experts.
