Challenges and best practices in financing to accelerate industry decarbonisation webinar

Background

The OECD is organising a series of webinars on low-carbon hydrogen and industry decarbonisation to delve into selected issues to understand the latest insights and practices on financing and policy solutions. These webinars will bring together a wide range of stakeholders from OECD and non-OECD countries, notably policy makers, industry actors, finance institutions and international organisations.

In September 2022, the OECD released the Framework for industry’s net-zero transition to address the barriers to investment for industry decarbonisation in emerging and developing countries. The Framework is a step-by-step approach to assist these countries in designing solutions for financing and to improve the enabling conditions that can accelerate industry’s transition.

Industry decarbonisation projects face a series of risks that reduce their attractiveness to investors. As a result, key technologies for industry decarbonisation that are less mature such as low-carbon hydrogen, renewable heat and carbon capture use and storage remain financially underserved. The OECD webinar on the challenges and best practices in financing to accelerate industry decarbonisation will delve into this topic, assessing the different financing sources, products and instruments that can be used to accelerate Net-Zero transitions of industry sub-sectors in emerging economies.

Overview

The third webinar of the OECD Series was a joint event co-organised with the Leadership Group for Industry Transition (LeadIT) which aimed to identify the enabling conditions that can create the financing solutions needed to accelerate industry decarbonisation in emerging markets. The outcomes helped identify priority areas and can guide further dialogue with the CEFIM partner countries in Africa, South and Southeast Asia, and Latin America and the Caribbean.

More specifically, it addressed:

  • the challenges and barriers to financing industry decarbonisation from the perspective of policy makers, industry actors and finance institutions.
  • the emerging practices and instruments used to finance industry decarbonisation projects and how they can be implemented in emerging and developing countries.

The discussion was based on the LeadIT thought piece, Navigating business and financial challenges for industry transition in the Global South.
