Environment in emerging and transition economies

Kazakhstan GREEN Action Platform

Policy Dialogue meeting, 20 October 2016, Astana

The Policy Dialogue meeting, organized on 20 October 2016 in Astana, Kazakhstan and hosted by the Ministry of National Economy, was the first event under the Kazakhstan GREEN Action Platform. The Dialogue brought together around 50 representatives of the Kazakh government agencies (including Ministries of National Economy, of Energy, of Finance and of Foreign Affairs), representatives of the private sector and technical co-operation projects supported by the donors (including by the EU, Germany/GIZ, US/USAID, UNDP, the Asian Development Bank).

The discussion was built around two main topics:

  • aligning climate and non-climate policies to mobilise green finance in Kazakhstan; and

  • developing indicators for measuring progress towards green economy.

Kazakhstan became adherent to the OECD Declaration on Green Growth in November 2015, following the launch of the OECD-Kazakhstan Country Programme in January 2015. This is an important political signal of the country’s commitment to accelerate the transition to a greener economy. In order to turn this into concrete action, the government of Kazakhstan and the OECD have agreed to launch the Kazakhstan GREEN Action Platform. The Platform aims to support high-level cross-Ministerial policy dialogues on priority issues and political action identified by various initiatives on green economy, low-carbon, climate-resilient development and environmental law reform in Kazakhstan.

A next Policy Dialogue plans to take place at the occasion of the Astana Expo 2017 (to be confirmed).
