Lima COP20 UN climate Change Conference 2014

The 20th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 20) took place from 1-12 December 2014 in Lima, Peru.

The OECD actively participated through a series of OECD side events, a publications stand showcasing OECD latest work on climate and by taking part in a number of workshops, seminars and other events throughout the conference.

Spotlight

OECD participation focused on:

  • Policy frameworks at the national level to facilitate and mobilise investment in low-carbon, climate-resilient infrastructure. Building on the report “Towards a Green Investment Policy Framework: The Case of Low-Carbon, Climate-Resilient Infrastructure” (2012), the OECD has undertaken case studies to apply the framework to specific sectors (e.g. sustainable transport) and countries.   A forthcoming case study (2014) developed with CDC Climat – a subsidiary of the French Caisse des Dépôts – will consider the role of public financial institutions in scaling up private investment in low-carbon infrastructure. Lessons from these case studies will be gathered and assessed in a forthcoming book on green investment policy frameworks (2015).  Related work has examined in greater depth ways in which developing and emerging economies can identify and overcome barriers to private investment in clean energy infrastructure.  The "Policy guidance for investment in clean energy infrastructure" (2013) raises issues in the areas of investment policy, investment promotion and facilitation, competition, financial market and public governance policies. The OECD is now going to apply this tool in specific country contexts, through undertaking Clean Energy Investment Policy Reviews in selected countries.
  • Work by the Climate Change Expert Group (CCXG) on the design and structure of the 2015 Agreement, including inter-linkages between mitigation, adaptation, finance, technology, capacity building and transparency. Recent CCXG work has also focused on the role of the 2015 Agreement in mobilising climate finance, emissions accounting including post-2020 land sector accounting, measurement, reporting and verification (MRV) of information on actions and support, and developing guidance for national emissions baselines. Further work has looked at
    energy sector Transformation: Issues and Options for the UNFCCC Negotiations.
  • Mapping channels for institutional investors (e.g. pension funds, insurance companies, investment companies, public pension reserve funds) to invest in sustainable energy infrastructure. A forthcoming publication to be published early 2015: "Mapping Channels to Mobilise Institutional Investment in Sustainable Energy" analyses 40+ recent investments by pension funds, and maps the channels (instruments and funds) through which clean energy infrastructure can be financed and the interventions (tools to mitigate risks and techniques to lower transactions costs) that can enable or facilitate these investments. It also provides recommendations for governments to address key barriers and facilitate greater investment by institutional investors.

  • Work by the Development Assistance Committee (DAC) on (a) improving the measurement and monitoring of climate-related development finance flows, through the OECD Development Assistance Committee (DAC) Creditor Reporting System (CRS) and the “Rio markers”. For the latest comprehensive figures on bilateral and multilateral climate change-related development finance flows, and further information, please visit the ; (b) exploring the links between development and climate change policy issues, with a focus on adaptation and effective development co-operation.   • A Research Collaborative on Tracking Private Climate Finance: an OECD-led network of governments, research organisations and international finance institutions working towards improving the tracking of private finance for low-carbon,  and climate-resilient activities in developing countries and the ability to estimate its mobilisation by developed country public interventions. A synthesis report of learnings to date on various methodological options and underlying private climate finance data availability is being produced in time for COP20. Preliminary pilot measurements and ground-testing of methods to track private climate finance and estimate its mobilisation are foreseen for 2015.

Tracking public and private climate finance: towards improved data and increased transparency

This event included presentations and updates from the OECD DAC on climate-related development finance, the Research Collaborative on Tracking Private Climate Finance, international finance institutions, country delegates and non-governmental representatives. 


An expert panel also reflected on implications for the UNFCCC in relation to:

  • Recent achievements and developments in methods and data for tracking climate finance
  • What is needed to support a robust MRV system for climate finance?                   
  • What can be achieved ahead of and contribute towards Paris 2015?

The role of the 2015 agreement in mobilising climate finance and enhancing action on adaptation

This event discussed two central pillars of the post 2015 agreement: mobilising climate finance and enhancing adaptation to climate change. The OECD/IEA Climate Change Expert Group presented new analysis showing how the agreement could address challenges in the following areas: (i) current international institutional arrangements, (ii) in-country policy and regulatory environments, (iii) financial instruments and tools, and (iv) methodologies for transparency. 

This was followed by a presentation and panel discussion on how the 2015 agreement can support climate change adaptation, building on OECD’s work in this area. This focused on: i) progress of national initiatives to set goals and strategies for adaptation; ii) overcoming key barriers to building climate resilience; and iii) the evolving role of development co-operation in supporting adaptation.

                                                                           The role of domestic policies in mobilising climate finance

This side event was jointly organised by the Institute for Global Environmental Strategies (IGES) and the Organisation for Economic Co-operation and Development (OECD).
