OECD LEED Webinar Series on "Local economic resilience and adaptability to long-term challenges" - Part Two: Resilience in Practice

Background

The OECD LEED research project “Building resilience through greater adaptability to long-term challenges” aims to explore the link between local resilience and the capacity to adapt to long-term challenges such as ageing populations and the shift to a green economy.

Resilience is a broad concept that analyses not only the ability to resist and recover from adverse shocks, but also to ‘bounce back’ stronger than before and to learn from the experience. The OECD LEED Webinar series will explore the notion of ‘local economic resilience’ for practitioners in local labour markets.

The objective of the series is to develop a practical policy lens for building resilience in local labour markets for local partners, relevant stakeholders, researchers, practitioners and academics. The webinars will enable serious discussion on the concept of ‘local economic resilience’ in an informal setting that facilitates interaction and questions. The format will feature presentations from policy experts and a roundtable discussion with the audience.

Webinar 4: Transitioning to a Green Economy – January 26, 5pm – 6.20pm  (CET)

This webinar analysed practical measures to improve resilience to the long-term challenges posed by demographic transition and ageing in local economies.


How will ageing populations change conventional thinking about local economy?

  • How can policymakers reconceptualise the dynamics of local labour markets in light of the new challenges associated with an ageing population?
  • Should strengthening economic and social resilience replace traditional metrics of growth in local communities?

How can policymakers respond to the challenges of ageing populations?

  • What are the strategies to improve resilience in local communities with ageing populations?
  • Should policymakers attempt to attract new residents to local areas or to retain the existing population?
  • How can local communities practically build social and economic resilience to the challenges of a shrinking population?

Dr Jörg Peschner (European Commission), Mr. Haruhiro Jono (Ministry of Health, Labour and Welfare, Japan), Mr. Yohei Takashima (Permanent Delegation of Japan to the OECD) and Dr. Petri Kahila (University of Eastern Finland) will discuss the practical challenges and strategies to overcome the impacts of ageing in local communities. They will answer targeted policy questions from Nathalie Cliquot (OECD LEED) and will then respond to open questions from the audience.

 

 

 

 

Presentations

This webinar will analyse practical measures to improve resilience to the long-term challenges posed by the transition to more environmentally sustainable production in local economies.

How will the transition to a green economy change conventional thinking about the local economy?

  • How can policymakers reconceptualise the dynamics of local development in light of the new challenges associated with the transition to a green economy?
  • Should strengthening economic and social resilience replace traditional metrics of growth in local communities?

How can policymakers respond to the challenge of the transition to a green economy?

  • What are the strategies to improve resilience in local communities transitioning to a green economy?
  • How can local communities practically build social and economic resilience to the challenge of transition to a green economy?
  • How can labour markets be best prepared for the transition?

Oliver Greenfield (Green Economy Coalition Convenor) will introduce the topic through a discussion of the relationship between resilience, the transition to a green economy and local development. We will then hear from Sheila Paterson (Business Development Executive, Nova Scotia Department of Energy) about practical measures taken in local communities in Nova Scotia. Karen Shippey (Chief Director: Environmental Sustainability, Western Cape Government, South Africa) will then discuss the role of the social dimension in building resilient communities with practical examples from the Western Cape province. Leida Rijnhout (Director, European Environmental Bureau) will respond to the presentations from the perspective of environmental non-governmental organisations. This will be followed by a roundtable discussion and questions from the audience.
