OECD Newsletter on Employment, Migration, Health and Social Affairs


Within the OECD, the Directorate for Employment, Labour and Social Affairs (ELS) works on the following subjects: employment, health, migration and social issues. The newsletter is published quarterly (in English only) and focuses on new and ongoing projects, recent publications and upcoming events. It is updated regularly and is accessible online.

What’s new

Stefano Scarpetta
 has become the new Director of the Directorate for Employment, Labour and Social Affairs.‌

“This is clearly a demanding time for policy makers. They are facing numerous challenges including a slow and uneven recovery, persisting high levels of unemployment and tight budget constraints. Policy makers need to push ahead with implementing bold structural reforms, while at the same time investing in cost-effective labour market and social policies that provide adequate support to the unemployed and other vulnerable groups while preserving work incentives. In this way, they can best tackle long-term unemployment, boost job creation, and improve employment prospects and opportunities for all.”

Social Issues


Social spending during the crisis.

In the early phase of the crisis, social spending increased, due to automatic stabilizers and fiscal stimulus packages. But in many countries at present, a shrinking fiscal space is restricting the capacity for an effective social policy response.

New OECD series on Health Care Quality Reviews

OECD Health Care Quality Reviews seek to examine what works and what does not work in different countries – both to benchmark the efforts of countries and to provide advice on reforms to improve their health system.

Récession économique et migrations: Appel à contributions

The OECD, the French research center in international economics (CEPII), the research team Equipe of the University of Lille, the Fondazione Rodolfo Debenedetti, the University of Luxemburg and IRES (Université Catholique de Louvain) are jointly organising the Third annual Conference on "Immigration in OECD Countries“ on 6 December 2013. It will focus on economic recession and migration.

The OECD Action Plan for Youth

The first objective of these measures is to tackle the current situation of high youth unemployment and underemployment. The second objective is to produce better outcomes for youth in the longer run by equipping them with relevant skills and removing barriers to their employment. Read more

Participation in the G20

The OECD, in collaboration with the ILO has prepared a series of reports to support the Ministers’ discussions at the G20 Labour and Employment Ministerial meeting in Moscow on 18 July, 2013 The focus of this meeting was on enhancing job creation and on labour activation, equity and inclusion. Read more

Programme for the International Assessment of Adult Competencies (PIAAC)

The PIAAC measures the key cognitive and workplace skills needed for individuals to participate in society and for economies to prosper. First results of the Survey of Adult Skills will be available the 8th October.

Employment Outlook 2013

The OECD Employment Outlook 2013 looks at labour markets in the wake of the crisis. It also includes chapters on employment protection legislation benefit systems, employment and training programmes and re-employment earnings and skills after job loss.
