Skills beyond school

OECD thematic studies: Work-based learning in vocational education and training (VET) - How the work is being conducted

The work focuses on six topics (modules), with direct financial support provided by Australia, Canada, the European Commission, Germany, Norway, Scotland (UK), Switzerland, the United Kingdom and the United States and will be developed and pursued through the following steps:

Analytical work

  • Initial desk-based analysis reviewed policy and practice across OECD countries and assessed the key policy challenges that arise in each topic. Thereafter a discussion paper for each module was written and which provided a foundation for the subsequent workshop.
  • A questionnaire was sent to countries that fund the work in March 2016 to collect information on policy and practice related to the issues explored in the different modules.

Workshops

A series of workshops focusing on each of the modules were held throughout 2016. All OECD countries were invited to participate in the workshops, designed to review the initial analytical work, augment it with country experience with potential policy solutions and enable countries to learn directly from each other’s experience.

Policy reports

A policy report on each module was prepared to integrate the initial desk-based analysis, information gathered through questionnaires and outcomes from the workshop and draws together conclusions and distils policy messages.  They are published on this page

Synthesis report

On 15 October 2018 the synthesis report "Seven Questions about Apprenticeships: Answers from International Experience" was published. It draws together the different strands represented in the six modules with a unifying narrative, and identifies a set of key policy messages.
