Reviews of Higher Education in Regional and City Development are the OECD's tool to mobilise higher education for economic, social and cultural development of cities and regions. Reviews analyse how the higher education system impacts upon regional and local development. They facilitate stronger collaborative work and capacity building between cities and regions and their HEIs.

In 2005-10 the OECD has conducted 28 reviews in 18 countries. The reviews have been carried out by the OECD Programme on Institutional Management in Higher Education (IMHE) in collaboration with other international organisations (e.g. World Bank) and OECD directorates and programmes.
