Corporate Governance of State-Owned Enterprises: An Emerging Markets Perspective
With Beatriz Arbeláez, Secretary of Finance of the Capital District of Bogotá, and Astrid Álvarez Hernández, CEO of Grupo Energía Bogotá S.A. ESP
Throughout the 21st century we have seen remarkable developments in corporate governance. The 2007/08 global financial and economic crisis drove a call for more transparency and accountability from the management of corporations across developed, emerging and developing economies. On this occasion, insights will be shared from an emerging market’s standpoint on how corporate governance has made strides in meeting higher standards of transparency and accountability, particularly in Latin America.
Since 2016, Mayor of Bogotá D.C. Enrique Peñalosa and Astrid Álvarez, CEO of Grupo Energía Bogotá (GEB) — a Multi-Latin leading corporation in the power and natural gas sectors, whose majority shareholder is Bogotá D.C.— have spearheaded a process to “re-constitutionalise” the company’s corporate governance. The result is a 92% compliance rate with the Code of Best Corporate Practices - Country Code. This Code adopts several OECD recommendations regarding corporate governance, including the Organisation’s guidelines regarding corporate governance of state-owned companies.
Beatriz Arbeláez and Astrid Álvarez join us to discuss relevant aspects of GEB’s strengthened corporate process, and share the challenges arising from its specific shareholding composition. By drawing on their experience and that of GEB’s operations in Colombia, Peru, Guatemala and Brazil, this presentation will shine light on corporate governance practices in state-owned companies in Colombia and beyond.
