It focuses on the relationship between international environmental law and international investment law; investment treaty practices and environmental goals; investor-state dispute settlement; green protectionism; and the contribution of investment and business to greening the economy.
Government delegates at the Freedom of Investment (FOI) Roundtable approved the document in April 2011 after substantial analysis and discussion at the 13th FOI Roundtable in October 2010, in an electronic consultation of a wide range of outside experts, and at the 14th FOI Roundtable in March 2011 (read summary report).
The FOI Roundtable is an intergovernmental forum that brings together governments from around the globe at regular meetings. It helps governments design better policies to reconcile openness to international investment with legitimate regulation in the public interest.
Harnessing Freedom of Investment for Green Growth was welcomed by Ministers at the OECD Council at Ministerial level in May 2011 as part of the OECD Green Growth Strategy report.
