    OECD Development Co‑operation Peer Reviews: United States 2022

    The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. The United States has led with substantial ODA contributions in response to multiple crises. Twenty-one US government agencies programme and deliver foreign assistance. USAID systematically incorporates collaboration, learning and adapting in its programme cycle and works to increase diversity, equity and inclusion by championing locally-led approaches. This peer review provides a set of recommendations for the United States to mitigate negative transboundary effects of its policies, promote more flexible budget appropriations in line with needs, equip its development finance institution to deliver and adopt a clearer approach to multilateral partnerships. It recommends that the United States puts development effectiveness at the heart of localisation, reinforce human resources, and consider conflict prevention in all country programmes.

    OECD Development Co-operation Peer Reviews: Portugal 2022

    The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. Portugal mobilises its whole of government expertise with a strong focus on partner country ownership. Building on long-standing and close bilateral relations, it concentrates its funding on countries most in need. Through effective international advocacy, the country champions triangular co-operation and has fostered agreement amongst European Union (EU) members on issues such as strengthening Team Europe’s commitment to human development when it held the Presidency of the EU Council. However, Portugal can make more out of the wide participation of state and non-state actors in its development co-operation. This peer review provides a set of recommendations to improve co-ordination across government, pull bilateral efforts together, focus more on outcomes and take action to increase official development assistance (ODA).

    The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. Spain has put the 2030 Agenda at the centre of its foreign policy and development co-operation. It works in alliances to reach the Sustainable Development Goals, internationally and in partner countries. Spain is valued for its work in horizontal and inclusive partnerships, and its ability to mobilise public sector expertise to capture and share knowledge. As Spain embarks on a comprehensive reform of its development co-operation strategy and architecture, this peer review provides a set of recommendations to improve strategic steering, streamline its administrative framework, strengthen human resources and fully mobilise its financial co-operation.

Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. Denmark’s development co‑operation is integrated into its foreign policy. Broad political and public support enables Denmark to provide 0.7% of its national income as official development assistance. Denmark champions gender equality, human rights and democracy, supports transparent communication and empowers its partners. Climate change and irregular migration shape Denmark’s approach to development co-operation. Mainstreaming climate objectives would complement Denmark’s significant investments in climate diplomacy. A global leader in fragile contexts, Denmark could better implement the peace component of the humanitarian-development-peace nexus. The Doing Development Differently approach enables flexible budgets and trusting partnerships. Denmark could better integrate poverty reduction across its programme.

    The OECD’s Development Assistance Committee (DAC) conducts reviews of the individual development co operation efforts of its members every five to six years. DAC peer reviews critically examine the overall performance of a given member covering its policy, programmes and systems. They take an integrated, system wide perspective on the development co operation activities of the member under review and its approach to fragility, crisis and humanitarian assistance. This peer review shows that Germany invests in fair and sustainable globalisation and a rules-based multilateral order. It provided 0.73% of its national income as official development assistance in 2020. The country is adjusting its engagement with Africa and reforming the way it delivers development co-operation. Germany could be more systematic in analysing and addressing the spill-over effects of its policies on developing countries. German development co-operation would benefit from a clearer vision and greater investment in gender equality and leaving no one behind, and embedding a culture of results. Its clear vision and comprehensive approach to crises would benefit from better defining short and long-term engagements.

    The OECD’s Development Assistance Committee (DAC) conducts reviews of the individual development co-operation efforts of DAC members once every five to six years. DAC peer reviews critically examine the overall performance of a given member, not just that of its development co-operation agency, covering its policy, programmes and systems. They take an integrated, system-wide perspective on the development co-operation activities of the member under review and its approach to fragility, crisis and humanitarian assistance. Belgium is a powerful voice for the cause of the least developed countries and fragile contexts, and a strong humanitarian partner. Committed to the principles of partnership, it empowers multilateral, civil society and private sector organisations to achieve their mandates. As Belgium emerges from a period of institutional reforms, this peer review provides recommendations to strengthen the management of its development co-operation policy. It also advises on how to take advantage of recent changes to reinforce the humanitarian-development-peace nexus, and improve the management of human resources.

DAC peer reviews critically examine the overall performance of a given member, not just that of its development co‑operation agency, covering its policy, programmes and systems. They take an integrated, system‑wide perspective on the development co‑operation activities of the member under review and its approach to fragility, crisis and humanitarian assistance. The United Kingdom uses its global standing and convening power to promote an evidence-based approach to stability, inclusion and prosperity and continues to provide 0.7% of its national income as Official Development Assistance (ODA). The depth and breadth of its expertise, combined with flexible funding instruments and strong country presence, allow the United Kingdom to focus these ODA resources on developing country needs, while protecting its own longer-term national interests. Articulating a clear and comprehensive whole-of-government vision for its support to international development would allow the United Kingdom to reinforce its policy priorities and engage the public. Further measures to build effective partnerships and institutional capacity in developing countries would allow the United Kingdom to build ownership of development processes and contribute to lasting change.

    The OECD’s Development Assistance Committee (DAC) conducts reviews of the individual development co‑operation efforts of DAC members once every five to six years. DAC peer reviews critically examine the overall performance of a given member, not just that of its development co‑operation agency, covering its policy, programmes and systems. They take an integrated, system‑wide perspective on the development co‑operation activities of the member under review and its approach to fragility, crisis and humanitarian assistance. Japan combines diplomatic, peace and development efforts to achieve sustainable development and implements the Sustainable Development Goals (SDGs) through a whole-of-society approach. It values self-reliant development, country ownership and the mutual benefits of development co-operation for Japan and its partner countries. Japan is recognised as a global champion of disaster risk reduction. Increasing official development assistance could strengthen Japan's leadership and commitment to the SDGs and a mechanism would help ensure coherence between domestic policies and global sustainable development objectives. Whole-of-government country policies would ensure synergies across Japan's portfolio and it could be more explicit about how programmes reduce poverty. More streamlined systems and procedures would make Japan a more agile donor.

    The OECD's Development Assistance Committee (DAC) conducts periodic reviews of the individual development co-operation efforts of DAC members. The policies and programmes of each DAC member are critically examined once every five to six years. DAC peer reviews assess the performance of a given member, not just that of its development co-operation agency, and examine both policy and implementation. They take an integrated, system-wide perspective on the development co-operation activities of the member under review and its approach to fragility, crisis and humanitarian assistance. Ireland is a strong voice for sustainable development. Quality partnerships with civil society, staunch support for multilateralism and good humanitarian donorship are hallmarks of its development co-operation. The vision and ambition of its 2019 international development policy, A Better World, requires Ireland to increase its official development assistance as planned, develop guidance and a new results management approach, and undertake strategic workforce planning.
