Dear colleagues,
The Lebanese people are demanding more transparency, integrity, accountability and equal opportunities. These are the values and principles that must guide the reforms; the recovery; the reconstruction; all government actions; and the behaviour of public officials.
Let me propose two contributions that the OECD can provide so that Lebanon can “build back better”.
First, we need to professionalise and enhance the performance of the country’s public service. The OECD has the tools and frameworks to address long-standing challenges such as public sector performance, talent attraction and retention, whistleblower protection, transparent asset declaration and management of conflicts of interest.
Second, business integrity and anti-corruption frameworks need to be reinforced to attract high-quality, sustainable investment and trade opportunities. We would strongly encourage Lebanon to align its institutional and legal framework with international standards, in particular by joining the OECD Anti-Bribery Convention.
Integrity, trust and the rule of law are the bedrock of our democracies, our economies, and our societies. They can help us shape more efficient public sectors, more productive economies, more inclusive societies, and restore trust.
We at the OECD will not spare any efforts in these challenging times to work with Lebanon, and for Lebanon, to rebuild an inclusive, resilient, sustainable and transparent Lebanese economy and society.
