    Draft Guidelines on the Governance of State-owned Enterprises in Southern Africa

    Currently in development, these Guidelines are intended as a tool national governments can use to draw and adapt national ownership and governance practices. Good practices ultimately serve to improve the governance and performance of SOEs, and promote competitive, transparent and more efficiently-run enterprises.

    Regulatory Policy and Behavioural Economics

    Over the past five years, behavioural economics has been rapidly propelled from the margins of economic analysis towards the policy mainstream. In this context, this study offers an international review of the initial applications of behavioural economics to policy, with a particular focus on regulatory policy. It describes the extent to which behavioural findings have begun to influence public policy in a number of OECD countries, referring to a total of more than 60 instances, the majority of which concern regulatory policy.

    2013 Annual Report on the OECD Guidelines for Multinational Enterprises

    The 2013 Annual Report describes the activities undertaken to promote the observance of the Guidelines during the implementation cycle of June 2012-June 2013. This includes the launch of the Global Forum on Responsible Business Conduct (RBC), the establishment of a Working Party on RBC, and the elaboration of a robust multi-stakeholder proactive agenda to promote the observance of the principles and standards found in the Guidelines.

    Institutional Investors as Owners: Who are they and what do they do?

    This paper provides a framework for analysing ownership engagement by institutional investors. It argues that the general term “institutional investor” in itself doesn’t say very much about the quality or degree of ownership engagement. It is therefore an evasive “shorthand” for policy discussions about ownership engagement.
