Capacity building project on local development and sustainability 

Organised by the OECD Trento Centre for Local Development, the Autonomous University of Tamaulipas (UAT), Mexico and the Centre for International Cooperation (CCI)

Rationale 

The project is aimed at generating capacities in the academic representatives of the University of Tamaulipas, active at the state and local levels in promoting and addressing the design and management of strategies for local productive development as well as for the development and execution of projects. These must correspond to the effective needs of the local realities from Tamaulipas and in general from Mexico, improving the capacity of local governments to harness the existing resources of national funds for local development.

The final objective is to generate specific capacities that enable UAT representatives participating in the project to act as agents for development at the local levels of which, in many local contexts of Tamaulipas, a structural weakness has been detected. This is instead an essential precondition for ensuring the effectiveness, efficiency and durability of the results of public investments for local development, as international experiences show.

Main activities

5 online training modules:

  • Local development and territorial capital: building resilience dynamics to cope with structural changes
  • Economy and territorial innovation in the times of COVID-19
  • The Sustainable Development Goals and the challenge of sustainability in local development. Working on local development in times of the pandemic
  • Social cohesion and public policies
  • The role of collaborative networks in local development

1 online forum
Continuous exchange of ideas and reflections between participants and the online course team, while the online modules are being delivered.

3 Zoom webinars

  • November 3, 2020 - Project launching webinar, with a keynote on the challenges for local development in the times of Covid-19.
  • November 27, 2020 - Exchange of experiences between Trentino and Tamaulipas.
  • December 9, 2020 - Closing event, reflections on the lessons learned and how to use them for local development, with a focus on the perspectives for local development in Tamaulipas.

Participants

100 participants selected by the Autonomous University of Tamaulipas from its different centres located in the State of Tamaulipas. The group consisted of managers, teachers, and graduates who are engaged in the design and management of local social, economic and productive development projects.
