This paper advances our knowledge of the spatial determinants of productivity by empirically demonstrating one such mechanism – clear differences along the urban-rural continuum in the sensitivity of SMEs’ investments to own cash flow. Whereas the literature has established uneven availability of credit across space, the evidence on whether this translates into differences in actual business investments remains scarce. We answer this question in the context of Sweden – a highly digitalised country with low regional inequalities. We find that the world of financing is not yet flat for the majority of Swedish SMEs. Companies located in non-metro regions are most dependent on own cash flow in their investments. The results hold for all firms, firms of different sizes, firms operating in low-end services, unaffiliated firms and those belonging to domestic corporations. In contrast, investment – cash flow sensitivity of firms operating in high-tech services and those belonging to a multinational enterprise does not differ geographically. On average, regional investment-cash flow sensitivity is lower in bigger, denser and more educated local labour market regions; it is higher in regions with greater concentration of SMEs.

It is increasingly understood that entrepreneurship plays a critical role in economic growth and well-being. But which policies can governments develop to release its benefits? This publication offers guidance and inspiration. It identifies the range of entrepreneurship policies being pursued internationally, the problems the policies seek to solve and how they are designed and implemented. The focus is on how to create a broad base of start-ups with the potential for sustainability and growth by building a pipeline of new entrepreneurs, supporting start-ups to overcome barriers in areas such as skills, finance and innovation and stimulating vibrant entrepreneurial ecosystems. The publication examines the rationale for entrepreneurship policy, presents a typology of policy approaches and highlights principles for policy success. The points are illustrated by 16 case studies of inspiring practice policies from 12 OECD countries. These cases span policies for regulations and taxation, entrepreneurship education and training, advice and coaching, access to finance, internationalisation, innovation, and holistic packages for ecosystem building. Helpful summary tables guide readers to the information that will respond to their questions. The publication will give readers an overview of key entrepreneurship policy interventions and tips on entrepreneurship policy success.

This paper explores the linkages between regional strategies for the social economy and regional development in four EU countries: France, Spain, Sweden and Poland. It provides a comparative perspective of regional strategies for the social economy (Section 1), based on i) the level of recognition of the social economy itself, ii) multi-level governance arrangements, iii) the regional strategic priority given to the social economy and iv) financial resources available for regional strategies. It gives examples of strategies for the social economy in selected regions in the four countries to document the diversity of practice (Section 2). It outlines conclusions and policy orientations (Section 3) to help reinforce the positive impact of regional strategies for the social economy on regional development.

This report aims to support the city of Umeå in becoming the leader in the circular economy as stated in its strategic plan for 2016-2028. Umeå’s population doubled over the last 50 years, making it one of Europe’s fastest growing cities in a sparsely populated region (Northern Sweden). By 2050, the city is expected to reach a population of 200 000 inhabitants, with consequences on housing, use of natural resources and waste production. As such, the local government is developing a model integrating environmental, social and economic aspects within a circular economy approach. This is in line with the Swedish Government’s objective to strengthen society’s transition to a resource-efficient, circular and bio-based economy.

Following on from the 2012 Territorial Review of Småland Blekinge, this Monitoring Review assesses the main regional policy changes since 2012 and the extent to which the recommendations have been implemented. It gives full consideration to the changing context in the region, with improved economic performance, new administrative configurations and an influx of migrants spurring population growth.

Today, 34% of the population of Gothenburg, Sweden, was born outside of the country or has at least one parent born abroad. The city is growing at a fast pace: 4 400 new residents registered in 2016. Newcomers account for the bulk of demographic growth, of which 12 858 refugees settled in the city between 2010 and 2016. However, migration is not a new phenomenon in Gothenburg, with nearly 41.7% of migrant residents having arrived more than 10 years ago. The Gothenburg municipality has a significant track record in managing the impact of migration on local demand for work, housing, goods and services, cultural and linguistic diversity, and other parts of daily life. This report presents the way Gothenburg municipality and its state and non-state partners are addressing migrant integration issues and opportunities. It compiles data and qualitative evidence on how local integration efforts are designed and implemented within a multi-level governance framework.

In an increasingly globalised world, cities and regions sometimes join forces with their neighbours to form 'megaregions' and tap economies of scale. This report discusses how eight cities and counties in Norway and Sweden - along the coast joining up Oslo, Gothenburg and Malmö - have decided to work closer together as the megaregion of 'Western Scandinavia'. With a total population of about 5 million inhabitants, this cross-border territory shows good potential to draw on its growing economic and cultural interlinkages, as well as its long history of institutional collaboration, to build a stronger, more sustainable and more inclusive megaregion. The report encourages local authorities to identify a common vision for their shared future development and to take concrete action towards implementing it. It also calls for national governments to tackle the challenges of cross-border transport planning to facilitate greener mobility and more inclusive labour markets.

The northern sparsely populated areas (NSPA) of Finland, Norway and Sweden are becoming increasingly important to the geopolitical and economic interests of these countries and the European Union. These regions have unique geographical characteristics - low population density and a harsh climate - and face specific challenges due to an ageing population, long distances from markets, and high-cost land transport. However, high productivity growth is possible in low-density regions. This report sets out policy recommendations at cross-border, national and regional scales to enhance prosperity and well-being across the NSPA. This includes closer co-operation with national governments to address shared challenges and opportunities such as improving east-west transport connections and reducing occupational and skills barriers to labour mobility, and addressing barriers to business growth such as access to finance.

Sweden has long given priority to promoting both sustainable economic growth in its regions and equity among them. This report looks at the progress Sweden has made in its regional growth policy, multi-level governance system and rural policy. It also takes a more in-depth look at two topics of increasing importance: whether rural Sweden has been 'left behind', and issues of regional and municipal governance. The report suggests steps Sweden can take to address its regional and rural policy challenges. It also assesses to what degree Sweden has implemented the recommendations made in the 2010 OECD Territorial Review of Sweden.  

This report delivers evidence-based and practical recommendations on how to better support employment and economic development in Sweden. It builds on sub-national data analysis and consultations with local stakeholders in Galve and Stockholm. It provides a comparative framework to understand the role of the local level in contributing to more and better quality jobs. The report can help national and local policy makers in Sweden build more effective and sustainable partnerships at the local level, which join-up efforts and achieve stronger outcomes across employment, training, and economic development policies. Co-ordinated policies can help workers find suitable jobs, while also stimulating entrepreneurship and productivity, which increases the quality of life and prosperity within a community as well as throughout the country.
