It is a great pleasure to be in Prague to launch the 2016 Economic Survey of the Czech Republic. I would like to thank in particular the Minister of Finance as well as the Minister of Trade and Industry and their teams for their support and input on this Survey.

As the OECD's newest member, Latvia will be able to tap into the vast reservoir of OECD expertise to continue to meet its domestic policy goals. At the same time, the OECD will become different – and better – as a result of Latvia's membership. We will benefit from Latvia's unique experiences, from the presence of a new voice and a new outlook as we move forward.

The political decision by OECD member countries to create this programme recognises the mutual benefit of our long-standing co-operation and elevates it to a higher level. It responds to the growing interest from countries in the region to engage more actively and effectively with the OECD, at a time when good policy choices are more important than ever.

It is a great honor for me to chair this Ministerial Council Meeting (MCM) of the OECD for the first time, since Chile joined the Organization in May 2010. Over these six years as a member country, we have been strongly benefited from the policy guidance provided by this organization, and assimilated key lessons from many of the member countries and partners on how to address our common economic and social challenges in the best way.

Today is the first day of my third term as Secretary-General. I would like to thank you for your trust. Your decision to renew my mandate to lead the OECD until 2021 strengthens my commitment to make this Organisation even more relevant, more useful, and more efficient.

We see the world economy stuck in a low-growth trap. Global growth is projected to continue to limp along at around 3% this year, and to pick up only modestly in 2017. Moreover, this pick-up hinges on avoiding significant downside risks, such as Brexit and financial disruptions in emerging markets linked to high corporate debt and exchange rate risks.

I am delighted to begin the first day of my third mandate as Secretary-General, by welcoming a good friend of the OECD, and our MCM Chair, President Bachelet. She will lead us in our discussions on a key challenge faced by all our countries: enhancing productivity for inclusive growth.

This year we focus on the ultimate economic and social challenge: how to improve the productivity of our economies while also creating more inclusive societies. This is the policy riddle of our times. If we address this challenge successfully our countries will embark on a new growth trajectory, in which efficiency, competitiveness and productivity are powered by inclusion and equal access to opportunities.
