Much of Asia and the Pacific continues to outpace the rest of the world economy. In the last two decades, the economic performance of the region has been remarkable. Per capita income rose by 45 per cent between 1997 and 2014, lifting millions out of poverty. Trade has been the engine of this dynamic performance, but there are signs that it is sputtering.

Improvements in multi-level governance will help Colombia to implement the New Urban Agenda, to be approved in Quito next week, and to build more sustainable and more inclusive cities. Much of Colombia's work is on the right path. Let’s press on. You can count on the OECD to continue improving co-ordination across levels of government and design better policies for better lives.

Our intention is that the accession process should foster economic growth in Colombia, help to reduce inequalities, improve education and increase transparency and efficiency in government. The beneficiaries of these changes and of OECD membership will be the country as a whole and each of its citizens.

It is a great pleasure to be here to mark the beginning of another very important collaborative initiative between the OECD and the Mexican Institute of Social Security (IMSS). Our achievements have grown in strength since early 2012, when we released the first reviews of public procurement for the IMSS.

By adapting and continuously strengthening its analysis, data, knowledge and tools, the OECD stands ready to help deliver the 2030 Agenda. The international community must work together to deliver the best outcomes for the world’s most vulnerable populations. This will be challenging, but we must act now. Hand in hand, it can be done.
