I am delighted to open this Global Forum on Competition, which every year brings together competition authorities from all over the world. In today’s world of persistent low growth, high unemployment, rising inequality, and eroding trust, this meeting serves as an opportunity to explore how competition policy can enhance productivity, promote job creation and stimulate much-needed inclusive growth.

Today’s discussions focus on the importance of good governance for inclusive and sustainable growth. This is a vast topic – as can be seen from the diversity of issues to be covered in the Ministerial labs later this morning – so I’d like to focus on two key areas: the role of regulation; and the imperative to shape a new vision for the public service.

Today we are living in the “Metropolitan Century”. By 2100, around 9 billion people will live in cities, compared to just 1 billion in 1950.
