Patrick Low is Director of Economic Research and Statistics at the World Trade Organization. He has worked for the WTO since its foundation in 1995. He served as Director-General Mike Moore's Chief of Staff from 1999-2000. He worked in the World Bank's research complex (International Trade Division) from 1990-94. Prior to that, he taught at El Colegio de México in Mexico City from 1987-90 and worked as a consultant for a range of governments and inter-governmental institutions. From 1980-87, he worked at the GATT secretariat in Geneva. Patrick Low is also an Adjunct Professor of International Economics at the Graduate Institute of International and Development Studies, Geneva. He teaches courses there on trade theory and the theory of trade policy, the economics of climate change, and the environment. He holds a PhD in economics from Sussex University in the United Kingdom and has written widely on a range of trade policy issues.
