Services do not cross borders through customs in the same manner as goods. Services trade barriers are consequently of a different nature than barriers to cross-border trade in goods. Nevertheless, both goods and services providers service foreign markets through commercial presence, consumption abroad and temporary movement of people. Moreover, companies typically provide both goods and services to their customers. International trade in services is therefore sensitive to behind the border regulation.
