OECD’s activities focus on improving the safety of both agricultural pesticides and biocides.
Agricultural Pesticides are chemical or biological products used in agriculture to protect plants. The OECD Pesticide Programme looks to help governments co-operate in assessing and reducing the risks of agricultural pesticides.
Biocides represent a range of products that help destroy and control viruses, bacteria, algae etc. such as disinfectants, wood preservatives and rodenticides. The OECD Biocide Programme aims to attain a harmonised approach in the regulation of biocides.

This document provides the results of the above-mentioned OECD survey that was carried out in 2009-2010. The objectives of this survey were to explore issues regarding product integrity at the manufacturing, import, distribution and sale stages, and to gather information on current regulatory practices and oversight mechanisms, in terms of regulatory and compliance best practices, that exist to mitigate risks and to address emerging issues.

This report presents the results and recommendations made by the above mentioned OECD workshop, held in Ottawa, Canada, on 9 11 March 2011. The purpose of the workshop was to solicit OECD country experts’ input on issues related to harmonising guidance for pesticide terrestrial field dissipation (TFD) studies and to constructing an eco-region crosswalk. This workshop contributed to further progress harmonisation in pesticide scientific and regulatory areas among OECD countries.

This document, describing a Possible Approach for Developing Data to Estimate Leaching Rates of Biocidal Active Substances from Antifouling Coating Films, was developed based on the need to address the leaching rate of biocides from antifouling products, which is one of the most important parameters to estimate the emission of antifoulants in an environmental risk assessment. The purpose of this document is to outline various approaches used to estimate leaching rates of antifouling products. It is to be considered as a living document, likely to be revised when new data becomes available.

This document dealing with biological pesticides is intended to provide guidance to both industry and regulatory authorities, in the context of applications for the approval of microbial biological control agents (mBCAs), and for the registration of microbial biological control products (mBCPs). This document has been developed in the framework of the OECD BioPesticides Steering Group, a sub-group of the OECD Working Group on Pesticides, that helps member countries harmonise the methods and approaches used to assess biological pesticides and to improve the efficiency of control procedures.

The purpose of this Issue Paper that has been developed by the OECD BioPesticides Steering Group, is to highlight current international microbial contaminant criteria on food and drinking water and to encourage discussions among OECD member countries on the acceptable levels of microbial contamination in microbial pest control products. A compilation of methods available for screening microbial pest control products for the presence of pathogens and other micro-organism contaminants are referenced for guidance to regulatory authorities and applicants/notifiers alike.

This report presents the results of an OECD Seminar (Paris, May 2010) on biopesticide issues related to the fate in the environment of microbial biological control agents (mBCAs) and their effects on non-target organisms (NTOs), an issue of interest to OECD member countries’ governments. The objectives of the Seminar were manifold and sought to 1/ identify key issues & challenges, 2/ provide updates of national & international activities, and 3/ suggest options for OECD countries and key stakeholders in the area of the fate in the environment of mBCAs and their effects on NTOs.

Crop Field Trials (also referred to as supervised field trials) are conducted to determine the magnitude of the pesticide residue in or on raw agricultural commodities, including feed items, and should be designed to reflect pesticide use patterns that lead to the highest possible residues. While the OECD Guideline for the Testing of Chemicals on Crop Field Trial (TG 509, in September 2009) provides a harmonized approach to conducting and reporting crop field trials in OECD countries, this Guidance Document will help in planning the trials in OECD countries and in interpreting the results.

This document provides guidance to national regulatory authorities in providing greater incentives to encourage applicants (manufacturers/registrants) to register agricultural pesticides (including both synthetically and naturally derived products) for minor uses. This document is based upon the results of a survey conducted in 2009 by the OECD Expert Group on Minor Uses (EGMU), which detailed available incentives in OECD countries [see survey results in publication ENV/JM/MONO(2011)14].

This document contains the report of a survey carried out in 2009 by the OECD Expert Group on Minor Uses (EGMU), a sub-group of the Working Group on Pesticides, on “Regulatory Incentives for the Registration of Pesticide Minor Uses”. The aim of the survey was to provide an overview of regulatory incentives available to enhance the registration of pesticide minor uses.

This document contains the report of a survey carried out in 2009 by the OECD Expert Group on Minor Uses (EGMU), a sub-group of the Working Group on Pesticides, on “Efficacy & Crop Safety Data Requirements & Guidelines for the Registration of Pesticide Minor Uses”. The aim of the survey was to provide an overview of regulatory requirements and mechanisms pertaining to minor uses in OECD member countries.

A joint review is an evaluation of a pesticide dossier through work-sharing among countries. The participating regulatory authorities review the work of the primary reviewers for each particular science discipline, and the end product is used by all participating countries as the basis for regulatory decisions. This guidance document was prepared to support joint reviews to maximize opportunities of work-sharing. This guidance document includes two main phases of a joint review, planning and implementation phases, to help industries and regulatory authorities conduct the joint review process.
