The objectives of this programme are to protect human health and the environment through improving chemical safety; to make chemical control policies more transparent and save resources for government and industry; and to prevent unnecessary distortions in the trade of chemicals and chemical products (e.g. through Mutual Acceptance of Data).
The programme also addresses pesticides, biocides, chemical accidents, and biotechnology (overseen by the Joint Meeting).

An adverse outcome pathway (AOP) is the sequence of events from the structure of a target chemical through the molecular initiating event to an in vivo adverse outcome. This document describes the state of knowledge of the AOP for skin sensitisation initiated by covalent binding to proteins, assesses the weight-of-evidence supporting the AOP, identifies the key events and databases containing test results related to those key events [Part I]. AOPs can be incorporated into chemical categories-based assessments or integrated approaches for testing and assessment [Part II].

The SPIN database contains information on chemical substances from the Nordic product registers (Denmark, Finland, Norway and Sweden). The types of information are: exposure assessments, use patterns, industrial chemicals and volumes. The Nordic SPIN database includes an Exposure Toolbox. The Use Index enables to search for general indicative exposure of human beings and the environment from different chemicals and uses. With the SPIN database, over 25000 records have been added in eChemPortal.

The document, Global Pollutant Release and Transfer Register, Proposal for a Harmonised List of Pollutants, is now available online. This document identifies general pollutant classes, proposes unique identifiers for pollutants and identifies common substances across different national/regional Pollutant Release and Transfer Registers (PRTRs).

Technological innovation is essential for tackling climate change, but technologies for adapting to its effects have thus far received little attention. This paper presents a first-ever case study of innovation in crop biotechnology, using patent application data for three key environmental stresses: drought, soil salinity and temperature extremes. The study finds, for example, that the number of such patents submitted globally increased twentyfold, from 10 per year in 1995 to 200 in 2007. It also exists in French translation.

Dichloromethane (CAS. 75-09-2) and Carbon tetrachloride (CAS.56-23-5) were registered under REACH. The registrants, in collaboration with Switzerland, have reused the work done for REACH to submit a hazard assessment to the OECD Cooperative Chemicals Assessment Programme to reach international agreement. The conclusions are now publicly available from the Existing Chemicals database and eChemPortal. Learn more about the OECD hazard assessment activities.

The OECD Environmental Risk Assessment Toolkit describes the work flow for environmental risk assessment and management of chemicals with links to available OECD material relevant for the different steps in risk assessment and management. The Toolkit has been revised 1) to include resources other than OECD products, and 2) to incorporate three examples (i.e. textile dye, pesticide and environmental quality standard setting) which show the risk assessment steps involved in each case.

This document, describing a Possible Approach for Developing Data to Estimate Leaching Rates of Biocidal Active Substances from Antifouling Coating Films, was developed based on the need to address the leaching rate of biocides from antifouling products, which is one of the most important parameters to estimate the emission of antifoulants in an environmental risk assessment. The purpose of this document is to outline various approaches used to estimate leaching rates of antifouling products. It is to be considered as a living document, likely to be revised when new data becomes available.

(Quantitative) Structure-Activity Relationships or (Q)SARs are methods for estimating properties of a chemical from its molecular structure. The QSAR Toolbox is a software intended to be used by governments, the chemical industry and other stakeholders to apply (Q)SARs to fill data gaps needed for assessing the hazards of chemicals. This updated version 2.3 contains a number of new functionalities, new databases and bug fixes. The release is part of a collaboration between OECD and the European Chemicals Agency.

At the event, the OECD will launch new guidance on Corporate Governance for Process Safety, intended for senior leaders in high hazard industries.

This document outlines a crosswalk between the function and product categorization of chemicals used by the United States and Canada with the function, product and article categories used in the European Union in the context of the implementation of the REACH regulation.

The SIDS Initial Assessment Profiles (SIAPs) and Initial Targeted Assessment Profiles (ITAPs) for chemicals and categories assessed in the course of the OECD HPV Chemicals Assessment Programme from 1993 to 2011 have been collated in a publication in the OECD Series on Testing and Assessment. The document is divided in 6 chronological parts. This collection will facilitate retrieval of assessment profiles more broadly from the Internet. The publication is the Monograph No 166 in the Series on Testing and Assessment.

Two new OECD Harmonised Templates for Reporting Chemical Test Summaries (OHT) are now available: revised OHT 49 on sediment toxicity (extended to cover tests made according to TG 225 Sediment-Water Chironomid Tox Test using Spiked Water) and new OHT 90 on emissions from preservative-treated wood (to cover TG 313 Emissions from Preserv-treated Wood to the Environment). All OECD templates and associated XML files, including these new ones, are available at “TEMPLATES”. Details of additions or changes made in templates in Feb. 2011 and Jan. 2012 are at “UPDATE Overview”.

The Collection of Case Studies on Risk Assessments of Combined Exposures to Multiple Chemicals (Combined Exposures) can now be searched on eChemPortal. To date, it gathers 5 case studies from the WHO OECD ILSI/HESI International Workshop on Risk Assessment of Combined Exposures to Multiple Chemicals. The Australian NICNAS Other database contains Hazard assessment reports on existing chemicals other than Priority Existing Chemical assessments.
