Non-tariff measures (NTMs), which take many different forms and are less transparent than tariffs, significantly impede trade. Their identification and analysis is timely and important for policymakers committed to an open multilateral trading system. Since the 1960s, trade negotiations have addressed measures that restrict or distort trade in goods. As a result, the growth of market integration is most readily apparent in the growth of trade relative to world income. Yet we are far from a textbook situation in which trade of goods flows freely.
