This activity explores the ways to promote employment and skills development at local and regional level.  It analyses the contribution of both labour market policies and local initiatives, with a focus on their governance aspects.

Capacity Building Seminar for Partnerships on "Designing and Delivering Skills Strategies for Cities", Trento, Italy

The objective of this seminar was to improve the capacity of partnerships to design and deliver integrated skills strategies. It focused on three main themes: (i) understanding local skills needs; (ii) building an integrated skills strategy and (iii) assessing the impact: moving from quantitative to qualitative assessment.

Conference on "Designing Effective Local Employment and Skills Strategies", Taipei

This event was hosted by the Council of Labor Affairs and co-organised by the OECD LEED Programme.  The conference aimed to identify useful lessons from local experiences, while also looking at examples from selected OECD countries.

Designing effective employment strategies through Local Economic Development in China, Beijing

The Chinese Ministry of Labour and Social Security, the LEED Programme and the ILO organised a joint workshop on local economic and employment development strategies. The event took place within the framework of the LEED project on the Local Governance of Employment and Skills in East Asia. The workshop discussed strategies and initiatives in  China and experts shared diverse lessons learned from OECD countries such as France, New Zealand and the United States. From Immigration to Integration: Local Solutions to a Global Challenge

The LEED Programme has released the results of the study on local level initiatives to foster the integration of immigrant groups, carried out in cooperation with the Non-Member Economies and International Migration Division (NEIM).  Participating countries include Canada, Italy, Spain, Switzerland and UK.  The full report is available as an OECD publication.

Seminar on "Building Partnerships for Social, Economic and Employment Development", Bucharest, Romania

The seminar was jointly organised with the Romanian Ministry of Labour, Social Solidarity and Family. It offered highly interactive sessions and working groups around best practices, and brought together policy makers, partnership managers, local development practitioners, and OECD experts. The event was a unique opportunity to learn about developments in building partnership throughout OECD countries.

Publication on "Local Governance for Promoting Employment: Comparing the Performance of Japan and Seven Countries"

This publication has been released following the workshop on "Local Employment Development" organised in Tokyo, Japan, in 2005.  This was a joint event of the LEED Programme and the Japan Institute for Labour Policy and Training (JILPT). The book includes the papers presented at the workshop with report of some successful cases of regional employment development in each country, which was added to the papers based on the discussions at the workshop.
