This document intends to provide a “snapshot” of how OECD countries have developed and run their PRTR programmes. It shows the similarities and differences across countries in their requirements to collect and display high quality data, which is required for an effective PRTR system.  It also presents compliance and regulatory requirements, the development of guidance material, and emerging issues and challenges for the future.

SCOPING STUDY ON THE INCLUSION OF RELEASES AND TRANSFERS FROM SMALL AND MEDIUM-SIZED ENTERPRISES (SMEs) - ENV/JM/MONO(2008)5

This study provides an insight on whether a systematic inclusion of releases and transfers from small and medium-sized enterprises (SMEs)  in national PRTRs would improve the current knowledge of industrial pollution as a whole. The study concludes that in order to be able to cover the remaining releases and transfers from SMEs, diffuse sources should be included in PRTRs.

This database was developed by the Task Force on PRTRs, which is part of the OECD's Environment, Health and Safety Programme. Japan served as a lead country in its development. The purpose of this database is to share PRTR data as widely as possible within the OECD area, consistent with the OECD Council Recommendation C(96)41/Final, as amended by C(2003)87. The data is compiled on a national or regional level. The database does not include data of individual sites or facilities. The database will be updated on a regular basis.
