The Water Supply and Sanitation Programme assists EECCA countries in implementing municipal water reform and, specifically, in developing recommendations for legal and institutional reforms, tariff reform, financial management of utilities and customer protection and involvement in decision-making.

The dissemination workshop on “Strengthening financial planning and management for WSS in central government, municipalities and utilities of EECCA countries” was held in Kiev, Ukraine on 24 April 2009. The meeting was a capacity development and dissemination workshop where good practices and approaches to improve the financial management of the water sector have been presented. These outputs have been developed in the framework of the EAP Task Force and supported by a TACIS grant.

On April 23, a fist Steering Group Meeting under the EUWI National Policy Dialogue in the water supply and sanitation sector of Ukraine was held. This meeting was focused on impact of decentralization and measures to cope with over fragmentation in the water sector.

Poor governance and inadequate investment, however, are resulting in large populations not having access to the water services they need. The OECD participated to the 5th World Water Forum held on 16-22 March, in Istanbul, Turkey.

The Fourth Joint Meeting of the EU Water Initiative EECCA Working Group and the EAP Task Force Water Network was held on the 12-13th of May 2008, in Bucharest, Romania with the Romanian Ministry of Environment and Sustainable Development hosting the event.
