Corporate Governance looks at the institutional and policy framework for corporations - from their very beginnings, in entrepreneurship, through their governance structures, company law, privatisation, to market exit and insolvency. The integrity of corporations, financial institutions and markets is particularly central to the health of our economies and their stability. The OECD Steering Group on Corporate Governance co-ordinates and guides the Organisation's work on corporate governance.

A number of high priority issues for the region will be addressed, including the establishment and composition of effective boards, and the role and structure of state ownership entities. This meeting will also provide an opportunity to discuss the OECD’s recent Global Network meeting on transparency and accountability, which was instrumental in the finalisation of the OECD’s Implementation Guide to Ensure Accountability and Transparency in State Ownership.

The OECD launched its Global Network on Privatisation and Corporate Governance of State-Owned Enterprises with an inaugural meeting in Paris on 5 March 2008. Participants from 45 countries agreed that the Global Network will serve as a platform for policy dialogue and exchange of experience in the areas of corporate governance of state-owned enterprises and privatisation. This meeting also provided Network members with the opportunity to discuss the draft Implementation Guide for Transparency and Accountability in State Ownership.

Adopted in 2005, the OECD Guidelines on Corporate Governance of State-Owned Enterprises have become a global benchmark. To assist countries in implementing the Guidelines, the OECD is developing an implementation guide in the area of accountability and transparency. The draft text was made available for public comment through an online consultation between 15 February and 3 March 2008.

Senior decision makers from OECD and Asian economies will meet on 13-14 May 2008 in Hong Kong, China, to discuss improving monitoring and disclosure of related party transactions as a key corporate governance enforcement challenge.

At its meeting on 14 November 2007, the Steering Group on Corporate Governance agreed on a common position based on the OECD Principles of Corporate Governance about the issue of whether there should be proportionality between ownership and control (also known as one-share-one-vote) in listed companies.

The 2007 edition provides an account of the actions the adhering governments have taken over the 12 months to June 2007 to enhance the contribution of the Guidelines to the improved functioning of the global economy. It also contains the results of the 2007 OECD Roundtable on Corporate Responsibility which focused on the OECD Guidelines and the financial sector.

The compendium is part of the project on "Strengthening Entrepreneurship and Economic Development in East Germany"carried out by the OECD and the Federal Ministry of Housing, Land, Construction, Transport and Urban Affairs. The compendium is built of several themes of relevance to local entrepreneurship development in East Germany. It brings together recommendations, International learning models and good practice in East Germany.
