Two objectives of budgetary policy are an efficient allocation of resources subject to a fair distribution of income and a stable macroeconomic environment. The OECD pursues empirical analysis to underpin budgetary policy recommendations in both these areas.

Following the publication in July 2009 of the OECD Economic Survey on Greece, the attached op-ed, signed by Andrew Dean Director of Country Studies at the OECD Economics Department, was published in the Greek newspaper Kathimerini the week after the elections of October 4, 2009. The article aims at enhancing the OECD policy message about the pressing need for Greece to improve its government financial situation and efficiency of the public sector during this current legislature.

The lack of competitiveness is more often a symptom than the cause of one or more underlying economic weaknesses. What is called for, then, is a comprehensive policy response that addresses the sources of the competitiveness problem, rather than targeted interventions designed directly to remedy the growing trade deficit.

This paper analyses recent large movements in the yield spread for sovereign bonds as between Germany and other Euro Area countries. While the general increase in risk aversion that has characterised the financial crisis is an important factor on its own, it is found that this has also magnified the importance of fiscal performance.
