Second Global Forum ‘Last Mile’ seminar, Manila, the Philippines, 10-12 September 2013

 

This 3-day seminar organised in the Philippines was  hosted by the Asian Development Bank and run  in cooperation with the Philippine’s Bureau of Internal Revenue and the World Bank. Participants from 12 jurisdicitions took part.

 

This was the second such seminar organised by the Global Forum to help tax auditors and officials responsible for training tax auditors make effective use of  the international infrastructure for exchange of information. The first such seminar was held in India in July and given the success of the first two seminars it is intended to run similar courses in Africa and Latin America.

 

The seminar was focused on what may be called ‘The Last Mile’ which is the connection between the domestic tax officers and their Competent Authorities. The aim of this seminar was to introduce tax auditors to the EOI infrastructure and framework that has been developed over the last few years and to demonstrate how the use of an EOI network can facilitate investigation of cross-border transactions for effective protection of domestic tax revenue. The seminar was designed to equip the participants to replicate the training in their respective regional field formations to ensure that the message of effective use of the EOI percolates down to all levels of the chain to the actual user of the information.

 

Tax auditors were encouraged to make effective use of these EOI tools by increasing the number of and quality of outgoing requests. The seminar brought home to tax auditors that protection of domestic revenue is closely linked with the effective use of their EOI network.

The seminar saw active participation by about 50 senior tax auditors and investigators and trainers from Asian institutes.

 

This seminar was the second in a series of training seminars for tax officers that the Global Forum Secretariat is planning in collaboration with GF member countries.
