The Phase 2 review rates Mexico as overall compliant with the international standard. Mexico’s legal framework and its practical implementation ensure that ownership, accounting and bank information is available in accordance with the standard. Mexico also has all the requisite access powers to obtain information requested by its treaty partners and an extensive network of exchange mechanisms. As a result, Mexico satisfactorily answers EOI requests in a timely manner as confirmed by Mexico’s exchange of information partners. However, the responses to some requests for bank information were not timely and Mexico should monitor its new law providing for direct access to bank information and use all its access powers for bank information as efficiently as possible.
