Onsite-visit in Tbilisi to launch induction programme and assist Georgia in the implementation of the new international tax standards
18/10/2017 - On 16 October 2017, an OECD delegation met in Tbilisi the Georgian First Deputy Minister and Head of Georgia Revenue Service Giorgi Tabuashvili and Deputy Minister Lasha Khutsishvili to discuss the progress of the country in implementing the new international standards to combat tax avoidance and tax evasion.
Georgia is an active member of the Inclusive Framework on Base Erosion and Profit Shifting (IF on BEPS) and the Global Forum on Transparency and Exchange of Information for Tax Purposes (the Global Forum). Deputy Minister Lasha Khutsishvili is a member of the Steering Group which guides the work of the IF on BEPS.
The visit launched an Induction Programme to assist Georgia in the implementation of the new international standards, namely the BEPS package with a focus on Country-by-Country Reporting and the other BEPS minimum standards. As part of the visit to Georgia, meetings with senior representatives from the Ministry of Finance and Georgia Revenue Service were held to discuss the content and scope of the OECD Induction Programme.
The discussions also focussed on the standards for exchange of information on which Global Forum members are working together to monitor and review implementation. The visit was organised back to back with a seminar delivered by the Global Forum Secretariat on 17-18 October 2017. The aim of the 'Regional Platform Meeting on Automatic Exchange of Information' was to facilitate a regional dialogue between the countries which are facing similar choices and challenges relating to the implementation of the AEOI Standard. In this regard, participants agreed on the importance of a technical assistance project which has been launched in Georgia with the support of German Federal Ministry of Finance and the Global Forum Secretariat.
The OECD delegation was led by Mr. Dónal Godfrey, Deputy Head of the Global Forum Secretariat and Mr. Valerio Barbantini, Senior Advisor and Coordinator for BEPS and Developing Countries at the OECD Centre for Tax Policy and Administration.
