What's New

This new report assesses conceptually and empirically the extent to which the stringency of environmental regulations drives international trade in environmental goods. While increased trade in environmental products is not an end in itself, the environmental benefits this entails can contribute to global improvements in environmental quality. By increasing demand for environmental products and technologies, environmental policy can complement trade policy in supporting pollution-reduction efforts not just domestically, but also abroad.

This report examines trends in the use of environmental provisions in Regional Trade Agreements and identifies factors which may explain the presence or absence of these provisions. The report builds on work of the OECD Joint Working Party on Trade and Environment (JWPTE) and includes results of an informal survey of delegates.

Key Areas in Environment and Trade

Inventory of Estimated Budgetary Support and Tax Expenditures for Fossil Fuels
Support to fossil-fuel production and use in OECD countries was USD 55 – 90 billion annually during the 2005 – 2011 period, according to this inventory of over 550 mechanisms in the 34 OECD member countries. The Inventory furthers transparency and accountability, providing estimates that will help governments and stakeholders assess these policies as they look at ways to reform subsidies.

Environment and Regional Trade Agreements
Regional Trade Agreements (RTAs) have increased significantly in number over the past few years. The number of RTAs which include environmental provisions is also increasing. This study of RTAs is based on the analysis of RTA texts, and on literature examining their actual implementation, as well as on first-hand comments and input from experts from both OECD and non-OECD countries.

Illegal Trade in Environmentally Sensitive Goods
The future of the agriculture and food system is subject to considerable concerns. Increasing agricultural demand, fuelled by growing and increasingly urbanized population, rising incomes and substantial demands for feedstock commodities for energy and other non-food uses. OECD work focuses on the dialogue across governments and with other stakeholders, experts and modelers. and brings together aspects from a variety of economic, biophysical, social and political issues, thus allowing for a multi-disciplinary approach necessary for an informed debate.
