The Mandate specifies the mission, composition, structure and modes of financing of the Club. It is signed by all Members of the Club. The Memorandum of Understanding (MoU) covers relations between the Club and the OECD; in particular it defines modalities of the establishment at the OECD of the Sahel and West Africa Club Secretariat.
