The Guidelines are primarily aimed at governments, in terms of the policy recommendations herein, but with anticipation that they will be widely read and followed by both the private and public sectors.
This paper describes the methods used to classify the OECD countries' industrial sectors and manufactures by level of technology, and presents the resulting classifications.

The objective of the Workshop was to use the OECD Guidelines, together with the OECD's Report on Background and Issues of Cryptography Policy, as the basis for deepening understanding of cryptography policy issues in the increasingly globalised information and communications network and the development of electronic commerce.
This Workshop was arranged as part of the OECD's Emerging Market Economy Forum.
