OECD Information Technology Outlook 2008

Information technology (IT) and broadband are major drivers of research, innovation, economic growth and social change. The 2008 edition of the OECD Information Technology Outlook analyses recent developments in the IT goods and services industries. It suggests that the outlook is for continued long-term growth, but with a tough year ahead in 2009 particularly in OECD countries.


UPCOMING EVENTS

OECD-ANACOM Expert Workshop on Measuring Mobile/Wireless Service Data, Lisbon, Portugal, 19-20 February 2009

The OECD and the Portuguese telecommunication regulator, ANACOM, will hold an expert workshop on 19-20 February 2009 to produce a methodology for collecting wireless broadband subscription data, categorising their differences in terms of bandwidth and data/bit caps and comparing their prices. The outcome of the meeting should formulate the basis for wireless data collection and reporting in the future. It is aimed at experts in the area of data collection and those dealing with high speed mobile broadband issues.

US FTC, OECD, APEC Conference on Securing Personal Data in the Global Economy, Washington DC, United States, 16-17 March 2009

The US Federal Trade Commission, in conjunction with the OECD and APEC, will host a conference on 16-17 March 2009 in Washington DC on “Securing Personal Data in the Global Economy.” The conference will address how companies can manage personal data-security issues in a global information environment where data can be stored and accessed from multiple jurisdictions.

APEC-OECD Symposium on the Protection of Children Online, Singapore, 15 April 2009

Ensuring a safe and secure ICT environment and protecting children is a concern shared by OECD countries and non member economies. A joint APEC-OECD Symposium will take place on 15 April 2009 in Singapore to foster an exchange of best practices to promote a safer Internet  environment for children. OECD participation in this event follows-up on the Seoul Ministerial Declaration on the Future of the Internet Economy’s call for an exchange of best practices on the protection of children online, with a focus on filtering and other technologies, in order to determine future directions and to improve awareness within the region.

OECD Conference on ICTs, the Environment and Climate Change, Copenhagen, Denmark, 27-28 May 2009

The OECD conference on green ICTs, will be held 27-28 May 2009 in Denmark, hosted by the Danish Ministry of Science, Technology and Innovation – National IT and Telecom Agency and opened by the OECD Secretary-General and the Danish Minister of Science, Technology and Innovation. It will bring together policy-makers and major stakeholders and will contribute to the United Nations Climate Change Conference in 2009 (COP15), as well as to ongoing OECD work on ICTs and the environment. This conference follows on from the Workshop held in May 2008.

OECD Conference on Sensor-Based Environments, Lisbon, Portugal, 8-9 June 2009

Portugal will host an OECD conference on Sensor-Based Environments on 8-9 June 2009. The objective of the event is to bring together policy makers, researchers, business and civil society to better understand  how sensor-based and ubiquitous computing technologies can help address some of the most important global challenges (e.g. health and ageing, transportation, environment, security and defense) and what policy makers can do to stimulate innovation in this area. This conference will follow up on previous OECD work on RFID.


RECENT EVENTS

Internet Governance Forum, Hyderabad, India, 3-6 December 2008

In December 2008 the OECD participated in the third Internet Governance Forum which took place in Hyderabad, India. This included organising an Open Forum on the Outcomes of the Seoul Ministerial Chaired by Ambassador David Gross, Coordinator for International Communications and Information Policy, United States. Panelists for this event included Peter Voss, Head of Division, International Policy for Information & Communication Technologies, Federal Ministry of Economics and Technology, Germany; Tom Walker, Director Europe and International, BERR, United Kingdom; Gulshan Rai, Director at the Ministry of Communications and Information Technology, India; Joseph H. Alhadeff, Vice President for Global Public Policy and Chief Privacy Officer, Oracle Corporation , Chair of BIAC's Information, Computer and Communication (ICCP) Committee, Vice Chair of ICC's Commission on E-Business, IT and Telecoms; Katitza Rodríguez Pereda, Public Voice Coordinator; Bill Graham, Strategic Global Engagement, Office of the President, Internet Society (ISOC) and Marcus Courtney, Head of Department, UNI Telecom Global Union.

The OECD also organised a best practice workshop on "Enhanced Internet-enabled access and use of public sector information“ and a workshop on “Digital Content Strategies and Policies”. Staff members also made presentations in events organised by World Information Technology and Services Alliance (WITSA); NASSCOM; the ITU; Packet Clearing House; the Internet Society; the Federation of Indian Chambers of Commerce and Industry (FICCI); Global Information Infrastructure Commission and the Electronic Privacy Information Center. The Chairman's Summary of the 2008 event is available on the IGF website.

The next IGF will take place in Sharm-el Sheikh, Egypt in November 2009.

OECD-BIAC Workshop on ICT and Innovation, Paris, France, 11 December 2008

The workshop was designed as an input to the OECD Innovation Strategy. It was organised around two panel sessions featuring experts from business, research institutions, academia and government that focused specifically on ICT related Innovation – its value for economic growth and social benefit. The meeting focused on the ICT sector itself and innovation ICT applications across sectors, current economic challenges and supporting policy.

OECD Innovation Strategy

In 2007, with productivity losing momentum, OECD ministers agreed on the need to improve the framework conditions for innovation. A worsening economic climate has increased that imperative. The analytical challenge of the OECD Innovation Strategy is to better understand how innovation works in a global market for science and technology. The goal is to help policy makers improve framework conditions for innovation and trigger a virtuous circle driving growth.
